Wide of meeting with Cambodian and international judges sitting around a table\u003cbr/\u003eCambodian and international judges announced guiding rules for a UN-backed genocide trial on Wednesday, putting aside the last major roadblock to much-delayed trials of former Khmer Rouge leaders. \u003cbr/\u003eThe rules were unanimously agreed to on Tuesday after two weeks of meetings between Cambodian and foreign judges.\u003cbr/\u003eThat followed six months of sometimes-rancorous disagreement about how to proceed with the judicial process, the judges told a joint news conference in the Cambodian capital. \u003cbr/\u003eKong Srim, a Cambodian judge with the UN-backed genocide tribunal, said now that the rules had been adopted they could move foreward.\u003cbr/\u003eHe said the co-investigating judges would begin the judicial process as soon as they received their first case from the co-prosecutors.\u003cbr/\u003eCo-prosecutor Robert Petit said that should be with weeks. \u003cbr/\u003eThe announcement should please survivors of the murderous Khmer Rouge regime, who have waited so long for justice that many have doubted that a trial would ever take place.\u003cbr/\u003eMany also fear that the aging defendants could die before being brought to justice.\u003cbr/\u003eReminders of the dark days under the Khmer Rouge are never far from the surface in Cambodia; sometimes they reappear to haunt anew. \u003cbr/\u003eEarlier this year in Kampot province, a cluster of mass graves was uncovered. The pits yielded bones and rotting clothing. Researchers think up to a thousand victims lie there. \u003cbr/\u003eThe Khmer Rouge took power in 1975, after a brutal civil war. \u003cbr/\u003eBut if the conflict was bloody, it was nothing compared to the years that followed. \u003cbr/\u003eThe fanatical communists transformed Cambodia into a vast labour camp, forcing almost the entire population to work the land. \u003cbr/\u003eAs the agrarian experiment failed their paranoia increased, and they eliminated so-called enemies by the hundreds of thousands. \u003cbr/\u003eSome 1.7 (m) million people died from hunger, disease, overwork and execution as a result of the radical policies of the communist Khmer Rouge during its horrific 1975-79 rule.\u003cbr/\u003eCambodia and the United Nations created the genocide tribunal last year under an agreement they reached in 2003. \u003cbr/\u003eEarlier hopes to convene trials this year were dashed by the disputes between the Cambodian and UN-appointed judges over the past six months, mainly about guidelines for trials.\u003cbr/\u003eExpensive legal fees imposed by Cambodia's bar association for foreign lawyers wishing to take part in the tribunal were the latest hindrance, before that issue was resolved in April.\u003cbr/\u003eWith a 56.3 (m) million US dollar budget, the tribunal is supposed to complete its work within a three-year time frame .\u003cbr/\u003eHowever, the judges were sworn in last July and the delays have meant that one year already has been lost without anyone even being charged. \u003cbr/\u003eA UN-appointed judge said in a recent interview that the investigation phase should begin within weeks after the rules are adopted. \u003cbr/\u003eArrests of potential defendants could also follow during that period.\u003cbr/\u003eThe regime's leader, Pol Pot, will never see a courtroom, he died in 1998, but other leading figures still survive. \u003cbr/\u003eAmong them is Nuon Chea, Pol Pot's deputy and the movement's chief ideologue, and Khieu Samphan, the public face of the regime during their years in power. \u003cbr/\u003eIt's likely they will be among the first to be arrested.\u003cbr/\u003e\u003c/span\u003e\n\u003c/div\u003e\n\u003cdiv
