Various of AIDS patient in hospital bed\u003cbr/\u003eThe number of people in China estimated to be infected with HIV has risen to 700,000, according to a United Nations and Chinese government survey released on Thursday. \u003cbr/\u003eThe government had previously estimated 650,000 to be living with the virus.  \u003cbr/\u003eIn 2007, there were 50,000 new cases, mainly among intravenous drug users and sex workers, said the joint assessment by UNAIDS and a committee of the State Council, China's Cabinet.\u003cbr/\u003eThe report also showed that between thirty to fifty million people living in China were defined as being vulnerable to HIV infection by engaging in high risk behaviour. \u003cbr/\u003eThe report also noted that the number of cases of HIV officially reported still remained at over 223,000 - far lower than the estimated total, in part because of Chinese people's traditional reluctance to seek testing. \u003cbr/\u003eThe officially reported figure includes those who developed AIDS and those who died from the disease.\u003cbr/\u003eEven though the HIV infection rate is very low against the overall population, at less than 1 percent, Dr Zhu Chen, China's Health Minister, said the government must still work to control the spread of the virus. \u003cbr/\u003e\"In the key epidemic areas, knowledge of HIV prevention and education against discrimination is deeply ingrained in the people.  I believe that we still need to intensify our efforts in these areas,\" said Dr Zhu, speaking on Thursday at a Ministry of Health news conference in Beijing.\u003cbr/\u003eHIV gained a foothold in China largely due to unsanitary blood plasma-buying schemes and tainted transfusions in hospitals. \u003cbr/\u003eBut Dr. Zhu said this had been effectively contained. \u003cbr/\u003eHe said the government was strengthening its commitment to HIV/AIDS among high risk groups, and said the amount spent in 2007 had risen to 944 million yen, up from 85 million yen in 2006.\u003cbr/\u003eZhu also said the government would strengthen the role of the private sector through private clinics in tackling the disease. \u003cbr/\u003eWang Longde, President of the Chinese Preventive Medicine Association, said \"In some high prevalence counties in Henan province, we're not only providing anti-viral treatment but we are also giving villagers treatment against infections and free medical treatment for regular illnesses.\" \u003cbr/\u003e\"These preventive efforts have borne obvious results. There has been a large fall in AIDS patient mortality rates and mother-to-child transmission rates have also fallen,\" Wang added.\u003cbr/\u003eThe topic, however, still remains very sensitive and authorities regularly crack down on activists and patients seeking more support and rights. \u003cbr/\u003eAIDS activists like Hu Jia, who is now under house arrest, say government care, especially for AIDS sufferers in the countryside, still leaves a lot to be desired. \u003cbr/\u003eHu, who has been detained repeatedly for his work with HIV/AIDS victims, says medicine and treatment handed out to rural AIDS victims are sometimes of substandard quality and has serious side effects.\u003cbr/\u003e\"The AIDS problem is still not fully transparent. a problem, Chinese leaders have shifted gear dramatically in recent years, confronting the disease more openly and promising anonymous testing, free treatment for the poor and a ban on discrimination against people with the virus. \u003cbr/\u003eGlobal health officials said earlier this month that the estimated number of people infected with HIV around the world fell from almost forty million last year to about thirty three point two million this year. \u003cbr/\u003eThe United Nations acknowledges that HIV/Aids remains a \"large challenge\" in China, and there is still a lot of stigma attached
