We were told that he is being charged for treason as defined in Section 20 of the Criminal Law Codification and Reform Act, that he is being charged for malicious falsehoods that are detrimental to the interests of the state as defined in Section 31 of the Criminal Law Codification and Reform Act. We have been told that he is being held at Matapi Police station and an undertaking has been made that we will have unconditional access to him as and when we need to talk to him, and that possibly he will be brought to court on Monday for initial remand.\"\u003cbr/\u003e(Reporter: \"Why can't he be released now?\")\u003cbr/\u003e\"There is apparently a warrant of arrest that was issued by the provincial magistrate at Harare on the 6th of June 2006 for his arrest on those allegations and he is being held on the basis of that warrant of arrest.\"\u003cbr/\u003e10. Exterior of court\u003cbr/\u003ePolice brought the Zimbabwe opposition's deputy leader to court on Saturday, the first time he has been seen in public since plainclothes officers hustled him off a plane as he arrived back in the country.\u003cbr/\u003ePolice have said Tendai Biti, secretary general of the Movement for Democratic Change, will be charged with treason, which can carry the death penalty. \u003cbr/\u003eThey had refused to say where he was being held or allow his lawyers to see him since his arrest on Thursday, and responded only grudgingly to a High Court judge's order to produce him. \u003cbr/\u003eBiti's arrest has added to concerns about a presidential runoff in less than two weeks between Movement for Democratic Change leader Morgan Tsvangirai and longtime Zimbabwean ruler Robert Mugabe. \u003cbr/\u003eThe campaign has seen brutal attacks on opposition supporters, arrests of other key opposition figures and repeated interruptions of Tsvangirai's attempts to campaign. \u003cbr/\u003eReporters watched as Biti, handcuffed and appearing tense, was brought into Justice Ben Hlatshwayo's court on Saturday. He said \"fine\" when reporters asked how he was.\u003cbr/\u003eEarlier, according to opposition lawyer Lewis Uriri, police had told Hlatshwayo they were not sure his order to produce Biti - issued in response to an opposition request a day earlier - was genuine. \u003cbr/\u003eHlatshwayo then gave police an hour to produce Biti.\u003cbr/\u003e\"We were told that he is being charged for treason as defined in Section 20 of the Criminal Law Codification and Reform Act, that he is being charged for malicious falsehoods that are detrimental to the interests of the state as defined in Section 31 of the Criminal Law Codification and Reform Act,\" Uriri said.\u003cbr/\u003e\"We have been told that he is being held at Matapi Police station and an undertaking has been made that we will have unconditional access to him as and when we need it to talk to him,\" he added.\u003cbr/\u003ePolice say the treason charge Biti faces stem from a transition document they claim is a blueprint for regime change. \u003cbr/\u003eHe is also accused of spreading false information for releasing the opposition's own tally from the first round of elections - under Zimbabwean law, only election officials can release results.\u003cbr/\u003eTsvangirai, himself was acquitted of treason in 2004 after a trial that lasted more than a year, says the police claims against Biti are \"frivolous.\"\u003cbr/\u003eThe opposition said in a statement that Tsvangirai was again detained by police Saturday as he campaigned in rural Zimbabwe. \u003cbr/\u003eHe and 11 others on his campaign team were stopped at a road block and taken to a police station, where they were held for about five hours before being released. \u003cbr/\u003eTsvangirai came first in a field of four in the first round of presidential voting March 29, but according to official figures did not win the 50 percent plus one vote required to avoid a runoff.\u003cbr/\u003eMugabe, Zimbabwe's head of government since 1980, was lauded early in his rule for campaigning for racial reconciliation and building the economy. \u003cbr/\u003eBut in recent years, he has been accused of ruining the economy and holding onto power through fraud and intimidation.\u003cbr/\u003eThe economic slide of what was once the region's breadbasket has been blamed on the collapse of the key agriculture sector after often-violent seizures of farmland from whites.\u003cbr/\u003eMugabe claimed he ordered the seizures, begun in 2002, to benefit poor blacks.
