Various of young Haitian boys jumping over wall to Haitian side of border with goods purchased to avoid paying tariffs at Haitian customs \u003cbr/\u003eThe governments of Haiti and the Dominican Republic are weighing measures to impose tighter controls and improve the chaotic flow of commerce and people between their countries.\u003cbr/\u003eThe two nations share the Caribbean island of Hispaniola. \u003cbr/\u003eThere's very little police oversight on the border crossing between the countries and it's been that way for years.\u003cbr/\u003eIt's essentially a battered gate separating both sides that Haitians and Dominicans can easily push through. \u003cbr/\u003eThe 227-mile (366-kilometre) border has long seen food, consumer goods and contraband pass freely with little official interference. \u003cbr/\u003eThe loosely monitored border benefits Dominican and Haitian vendors who make a living from selling and buying goods from each other. \u003cbr/\u003eThere are 14 border markets that host more than 50,000 vendors, according to the Dominican government's Centre for Export and Investment.\u003cbr/\u003eHaiti's informal merchants earn about 165 million US dollars a year reselling the goods back home. \u003cbr/\u003eAn estimated 10 million US dollars in goods from Haiti goes the other way, according to the Dominican government. \u003cbr/\u003eHaiti heavily relies on Dominican exports because the impoverished nation produces little to meet the needs of its people.\u003cbr/\u003eHaitian vendors pass through the border gate to purchase goods such as eggs, rice, cereal, pasta, cooking oil from Dominican wholesalers. \u003cbr/\u003eDominicans who depend on the border markets worry about how they'll make a living with stricter border measures. \u003cbr/\u003e\"Haiti should be able to have its commerce guidelines, but in the case of the bi-national market, they shouldn't act unilaterally,\" said Daniel de la Paz, a Dominican merchant selling goods at a border market. \u003cbr/\u003e\"Instead, they should take into consideration parameters that do not (negatively) affect any of the two (commerce) sectors,\" he added. \u003cbr/\u003eHaiti's government wants to cut the number of days that Dominican tax-free border markets operate from two a week to one so that it can better handle the flow of commerce. \u003cbr/\u003eHaiti also wants to boost revenue by getting tougher on collecting import duties on goods from the markets, which the country still charges even on market days. \u003cbr/\u003eMerchants say Haiti's moves to collect more taxes will drive up prices for consumer goods, making it harder to sell to Haiti's overwhelmingly poor residents.\u003cbr/\u003eAlthough such customs duties are low, they can still make up to 20 percent of an item's value. \u003cbr/\u003e\"It's at the border where we survive.
