Mid shot Rumsfeld at podium\u003cbr/\u003eThe US Senate on Tuesday voted to endorse the Bush administration's military tribunals for prosecuting foreign terror suspects at the US naval base at Guantanamo Bay, Cuba.\u003cbr/\u003eBut the vote will allow the detainees to appeal their detention status and punishments in a federal court.\u003cbr/\u003eOverall, the bill includes provisions that, taken together, mark an effort by the Senate to rein in some of the wide authority lawmakers gave the president following the September 11, 2001, terrorist attacks.\u003cbr/\u003eThe measures include language which the White House opposed, that would prohibit the cruel, inhuman and degrading treatment of detainees and standardise interrogation procedures used by US troops. \u003cbr/\u003eThe Bush administration has threatened to veto any bill that includes language about the treatment of detainees, arguing it would limit the president's ability to prevent terrorist attacks.\u003cbr/\u003eSenators added the language on Tuesday that would allow Guantanamo detainees to appeal their status as \"enemy combatants\" and the rulings of US military tribunals to a federal appeals court in Washington, D.C. \u003cbr/\u003eThat avenue would take the place of the one tool the Supreme Court gave detainees in 2004 to fight the legality of their detentions - the right to file habeas corpus petitions in any federal court.\u003cbr/\u003eSenators approved the measure on tribunals by an 84-14 vote. \u003cbr/\u003eIt was a bipartisan compromise reached after last week's Senate approval of a provision that stripped detainees entirely of their ability to file the petitions. \u003cbr/\u003eCritics said that provision did not provide a meaningful way for detainees to appeal their status or the decisions of military tribunals.\u003cbr/\u003eEarlier on Tuesday, senators defeated a Democratic proposal that would have reinstated the right to file habeas corpus lawsuits, but limited the challenges to one court.\u003cbr/\u003eA federal judge blocked the military trial of a terrorism suspect held at Guantanamo Bay, pending a Supreme Court ruling on the legality of such proceedings.\u003cbr/\u003eUS District Judge Colleen Kollar-Kotelly said the case of David Hicks, an Australian, will be delayed until the Supreme Court decides \"the propriety\" of the administration's system of military commissions that President Bush created after the September 11 attacks.\u003cbr/\u003eUS Secretary of State Donald Rumsfeld told reporters at the Pentagon that he was aware of the ruling and that it was simply a part of the legal process, and that no action would be taken immediately against Hicks.\u003cbr/\u003eThere are some 500 detainees at Guantanamo Bay.
