What I know now, and nothing would have changed this, is that they had the capability and were maintaining that capability by keeping the technical infrastructure in place, making sure they had people around who knew how to make such weapons.  Making sure they had a warm base, they had the wherewithall to make such weapons.  The only thing that is even being discussed right now is what stockpiles were out there.  That is one element that we will let the various communities and intelligence groups that are looking at this, look at this. The commission will be examining this. Powell walking back inside the State Department\u003cbr/\u003eUnited Nations (UN) chief Kofi Annan started his meetings in Washington on Tuesday with members of the administration of US president George W Bush in hopes of resolving the standoff over Iraq's interim government.\u003cbr/\u003eAnnan held talks with US Secretary of State Colin Powell before heading to the White House for meetings with Bush.\u003cbr/\u003eIn Iraq, the country's Shiite majority are demanding immediate direct elections, but Washington - which wants the Iraqi government to be appointed, not elected, for the time being, argues it's not practical and has asked UN experts to settle the dispute.  A UN team is awaiting security guarantees before heading to Baghdad.\u003cbr/\u003eThe meetings with Annan comes as the US president readies a new commission to probe the apparently mistaken pre-war intelligence that Iraq had stockpiles of banned weapons.\u003cbr/\u003eHowever, the panel won't report before the November election.  The White House says doing so would only embroil the report in election-year politics.\u003cbr/\u003eMeantime, Powell staunchly defended Bush's decision to invade Iraq saying: \"There should be no doubt in the mind of the American people or anyone else in the world we have done the right thing and history will certainly be the test of that\".\u003cbr/\u003ePowell argued the only point in contention currently is the issue of \"what stockpiles were out there\".  \u003cbr/\u003eThe US Secretary of State also told reporters that North Korea had agreed to six-way nuclear talks to start on February 25, prompting expectations the countries will discuss the communist nation's offer to freeze its atomic programmes in exchange for concessions from Washington.  He said he hoped the talks would be successful.\u003cbr/\u003eThe announcement was a breakthrough after months of trying to restart negotiations among the United States, China, Russia, Japan and the
