in the Gulf of Mexico on Tuesday, implemented after the disastrous BP oil spill.\u003cbr/\u003eThe ban had been scheduled to expire on 30 November, but White House spokesman Robert Gibbs said new rules imposed after the spill had reduced the risk of another catastrophic blowout. \u003cbr/\u003eThe Obama administration had been under continuous pressure from the oil industry and others in the region to lift the ban on the grounds it has cost jobs and damaged the economy. \u003cbr/\u003eA federal report said the moratorium likely caused a temporary loss of eight to 12-thousand jobs in the Gulf region.\u003cbr/\u003eGibbs denied that pressure from the oil industry or anyone else played a role in the decision to lift the moratorium ahead of schedule. \u003cbr/\u003eIt was, \"part of a very deliberative policy process that quite frankly just got done more quickly than the original timeline,\" he told reporters in Washington.\u003cbr/\u003eSome Louisiana residents welcomed the news, calling the end of the drilling ban great news for the Louisiana economy.\u003cbr/\u003e\"I think it's great that they are lifting it because Louisiana certainly needs the help regarding the employment and certainly jobs and for people to get back to work,\" said one St. Bernard resident.\u003cbr/\u003eWhile the temporary ban on exploratory oil and gas drilling was lifted with immediate effect, drilling is unlikely to resume for several weeks at least as oil and gas companies struggle to meet a host of new safety regulations. \u003cbr/\u003eFor example, the CEO (chief executive officer) of a company responsible for a well would have to certify it had complied with all regulations, making that person potentially liable for any future accidents.\u003cbr/\u003eGibbs explained that companies seeking to drill exploratory wells will have to prove they have the appropriate steps in place to contain a worst-case accident.\u003cbr/\u003eObama imposed the moratorium following the 20 April BP spill in the Gulf of Mexico, the largest offshore spill in US history.\u003cbr/\u003eThe spill, which was triggered by an explosion that killed 11 people, gushed an estimated 200 (m) million gallons (757 (m) million litres) of oil, harming wildlife and severely cramping coastal businesses. \u003cbr/\u003eBP sealed the well last month and expects to eventually pay at least 32 (b) billion US dollars to handle the cleanup and damage claims.\u003cbr/\u003eThe new safety rules include many recommendations made in a report US Interior Secretary Ken Salazar released in May, including requirements that rigs certify that they have working blowout preventers and standards for cementing wells. \u003cbr/\u003eThe cement process and blowout preventer both failed to work in the BP accident.\u003cbr/\u003eUnder the new rules, a professional engineer must independently inspect and certify each stage of the drilling process. \u003cbr/\u003eBlowout preventers, the emergency cutoff equipment designed to contain a major spill, must be independently certified and capable of severing the drill pipe under severe
