The  Nikkei Stock Average was down to its lowest level in the 1990's.\u003cbr/\u003eThe greenback later staged a slight recovery, but the intervention wasn't enough to turn  the tide in favour of the battered dollar.\u003cbr/\u003eIntervention by central banks appears to be having little effect on the markets as far as  the dollar is concerned.\u003cbr/\u003eAnalysts say intervention will work when a currency's problems appear to be short-term.  But the dollar has suffered such persisting weakness that intervention is at best as a  stopgap.\u003cbr/\u003eThe U-S dollar-buying failed to keep the currency up once trading began in the United  States.  The market is still looking for the Federal Reserve Bank to raise interest rates.\u003cbr/\u003eSince the beginning of the year the dollar has lost 13 percent of its value against the  Japanese yen and is 11 percent lower in comparison to the mark.\u003cbr/\u003eLast week, the Federal Reserve Bank's policy-making Federal Open Market Committee  decided to leave interest rates unchanged. That spurred a sell-off of dollars, which sent  the U-S currency lower. \u003cbr/\u003eOn Friday, the dollar tumbled again, when the Bank of Japan failed to make an  expected interest rate cut.  It fell as low as 86.23 yen in New York, a record since  modern exchange rates were set up in the late 1940s.\u003cbr/\u003eEarlier on Monday Treasury Secretary Robert Rubin confirmed that the Federal Reserve  intervened in foreign exchange markets overnight in Asia, and reiterated the  administration's commitment to a strong dollar.\u003cbr/\u003eRubin gave no details about how much of the state's resources were used.  \u003cbr/\u003eHe remained tight-lipped this afternoon on his way to meeting Egypt's President  Mubarak, currently on a 3-day official visit to the U-S.\u003cbr/\u003eIn Tokyo the dollar recovered slightly on Monday morning, following intervention by the  Bank of Japan, but dealers said the trend was still down.\u003cbr/\u003eThe Japanese market has been reacting to the fears of Japanese exporters, who say  the high yen is hitting their profits. \u003cbr/\u003eTheir worries helped to force the Nikkei Stock Average down to its lowest level in the  1990's.\u003cbr/\u003eThe Nikkei Stock Average of 225 selected issues plunged almost 5 percent.  Monday's  close was the lowest since August 20 1992.\u003cbr/\u003eWith the yen standing at a level where Japanese exporters say they cannot make  money, investors sold stocks and brought the Nikkei Average near its lowest level in the  1990s. \u003cbr/\u003eA stronger yen makes Japanese exports more expensive abroad and thus less  competitive. \u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"The stock market continues to be under pressure.
