proposal was made by Bishop Kevin Dowling of Rustenburg in the northwest province of South Africa after witnessing the devastating affects of the AIDS virus.\u003cbr/\u003eThe Southern African Catholic Bishops Conference has set aside two hours of discussion time on Thursday during its week-long conference. \u003cbr/\u003eThe condom issue will also be discussed on Saturday. \u003cbr/\u003eThe conference will announce its decision at a news conference on Monday.\u003cbr/\u003eThe Vatican is still bitterly opposed to a debate on the use of contraception and abortion.
