So with Bujagali being out of the question I think it will roughly affect thirty million dollars in terms of revenue for Jinja and the entire country of Uganda," says Amos Wekesa, Chairman of the Uganda Tourism Board.
The ongoing construction means that rafting will have to move downstream which according organisers of the rafting trips, will not compare to experiences prior to the construction of the dam.
"The dam is going to affect what we do in the morning obviously. We have two major great rapids in the morning, we have Bujagali falls and we have Big Brother, those two rapids are pretty much the biggest ones of the day and so we are going to miss out on those, we are going to have to move down stream. We do have rapids downstream, but they are grade three grade four. They are fun but not as extreme as what we do in the morning here," explains rafting guide, Cameron Stewart.
The Bujagali dam is located eight kilometres (5 miles) north of the existing Nalubaale and Kiira power plants. But the government insist that a third dam is vital for Uganda's economic development. Fred Kabagambe is the permanent secretary for the Ministry of Energy and Minerals.
"Today the power per capita consumption in the country is 70 kilowatt hours, today. In the next 30 years we like to be at about 3500 kilowatt hours per capita, in other words, in 30 years time we want to be where Malaysia is today and therefore if you have Bujagali coming in that is complementing our vision in a very serious manner," he says.
And it's not just the water rafting companies that are upset about the forthcoming dam. Farmers in the area who rely on the waters of the Nile say their livelihoods are being threatened. They say they're being forced to relocate to less fertile areas to make way for the dam.
"Our land here is very productive, but now the government wants to shift us to a place where the soil is very poor.
