Obama putting medal around the neck of former basketball player Bill Russell; Russell walks away\u003cbr/\u003eU.S. President Barack Obama recognised a former American president, a basketball legend and a civil rights hero Tuesday among the 15 recipients of the Medal of Freedom which also included the German Chancellor Angela Merkel.\u003cbr/\u003eDuring a ceremony at the White House, Obama said the recipients represent, \"the best of who we are and who we aspire to be.\"\u003cbr/\u003eThe Medal of Freedom is the nation's highest civilian honour, and is presented to people who have made important contributions to U.S. national security, world peace, culture or other significant public or private endeavours.\u003cbr/\u003eObama said Merkel, who wasn't present at the ceremony, dreamed of freedom as she grew up in what was then East Germany. He said she broke barriers of her own becoming the first woman chancellor of Germany and said her story is an inspiration to people around the world.\u003cbr/\u003eObama said Merkel will be making an official visit to the United States soon and he looked forward to presenting the award to a \"trusted global partner and a friend.\"\u003cbr/\u003eObama also praised former President George H.W. Bush, who was president in the late 1980s and early 1990s, for his more than 70 years of service to his country, saying his life is a testament to the belief that public service is a noble calling.\u003cbr/\u003e\"His humility and his decency reflects the very best of the American spirit,\" Obama said.\u003cbr/\u003eHe served as a congressman from Texas, U.N. ambassador, Republican
