Flags outside United Nations\u003cbr/\u003eThe president of Iraq's United States (U.S.) appointed Governing Council denied reports on Wednesday of a rift between the council and U.S. authorities over a timetable for handing over power to the interim council.\u003cbr/\u003eAhmad Chalabi told a news conference at the United Nations (U.N.): \"we have no disagreement with the United States government. We are not at odds with the United States.\"\u003cbr/\u003eSenior council member Adnan Pachachi, a former foreign minister, said the council was on course to having a constitution ready by May that would pave the way for a referendum and an eventual vote to elect a permanent\u003cbr/\u003egovernment.\u003cbr/\u003eBehind the scenes, Iraqi and U.S. officials have said the administration has rebuffed an appeal by Chalabi, the current president of the 25-member council, for the United States to relinquish quick control of security and\u003cbr/\u003efinance to the council.\u003cbr/\u003eIn two days of bilateral meetings with U.N. officials and member nations, Iraq has been pushing for a consensus to gain at least partial control of finance and security immediately, an adviser to the Iraqi delegation to the U.N. General Assembly said.\u003cbr/\u003eA U.S. official said on Wednesday that eventual sovereignty was the goal, but the council was not yet ready. \u003cbr/\u003e\"The handing over right now without institutions in place that can lead to a successful nation-building capacity is not realistic. They're just not prepared for it. Sovereignty will be handed over to a freely-elected body,\" said the official, also on condition of anonymity.\u003cbr/\u003eThe U.S. administration was currently asking for an additional 20 (b) billion U.S. dollars to help rebuild Iraq. \u003cbr/\u003eThe American people will not hand over money to an unelected body, he said.       \u003cbr/\u003eThe Iraqi council believes that handing over more control of security would improve the security situation in Iraq. \u003cbr/\u003eIt also wants the issue of the presence of U.S. troops to be up for
