We've got to get it out of the committee and  then we've got to have sixty-seven votes, that's what we've got to do and we're going to  try to do it.\"\u003cbr/\u003eSUPER CAPTION: U.S. President, Bill Clinton\u003cbr/\u003eThe US Secretary of State joined in pushing for the ratification of the treaty.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003eThe problem states will never accept a prohibition on chemical weapons if America  stays out, keeps them company and gives them cover. We will not have the standing to  mobilise our allies to support strong action against violators, if we ourselves have  refused to join the treaty being violated\u003cbr/\u003eSUPER CAPTION: Madeleine Albright, US Secretary of State\u003cbr/\u003eBut across town, Jesse Helms brought a trio of former U-S policymakers before the  Foreign Relations Panel to challenge passage of the chemical treaty.\u003cbr/\u003eThe three former top defence officials told Helms' foreign relations panel the treaty is not  in America's best interest.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"There are all kinds of ways of making an international statement but when you bind  yourselves to the situation of preventing the country from having the kind of defensive  capabilities it needs in a world like this, then I think you are not serving the best  interests of the United States and that's why, one of the reasons I think this treaty goes  far beyond attempting to set just international standards and speed limits and all those  other comforting terms.\"\u003cbr/\u003eSUPER CAPTION: Caspar Weinberger, former U.S. Secretary of Defence\u003cbr/\u003e\"Are we aware how vulnerable this nation may be to terrorist attacks?
