What they need is food on the table and therefore a person would like to come into South Africa, get a job, it does not matter the nature of the job, get money and go back and feed their families. Close up of a woman at conference\u003cbr/\u003eSetting up refugee camps was not the solution to the increasing number of Zimbabweans flooding into South Africa to escape the deepening economic and political crisis in their country, said the United Nations' refugee chief on Friday.\u003cbr/\u003eAntonio Guterres, the United Nations High Commissioner for Refugees, was addressing reporters at the end of a two-day visit of South Africa where he met President Thabo Mbeki as well as other government ministers.\u003cbr/\u003e\"Our position is that camps should only be settled when there is no other solution, and only those that have never lived in a camp can say that a camp is a good solution\", he said.\u003cbr/\u003e\"Life in a refugee camp is a horrible thing, and I believe that the challenge that is here to all of us is to try to find ways to address humanitarian needs of these people, but without encamping them, and specially avoiding at all costs to close them in camps, as unfortunately it happens in many places of the world where refugee camps are true prisons\", he continued. \u003cbr/\u003eGuterres also held a joint press conference with the South African Home Affairs Minister Nosiviwe Mapisa-Nqakula, where he praised that country's progressive attitude towards refugees.\u003cbr/\u003eThe former Portuguese Prime Minister also visited Zambia and Mozambique, two of Zimbabwe's other neighbours experiencing an increased influx of Zimbabweans, and said that his organisation did have a contingency plan to assist those in need, but would not reveal any details.\u003cbr/\u003eMassive inflation, food and fuel shortages and a crackdown on political opposition to President Robert Mugabe's regime have sent Zimbabweans fleeing by the thousands, leading to mounting concerns that the region will be swamped with destitute refugees.\u003cbr/\u003eRecently Zambian immigration authorities reported that the number of Zimbabweans crossing into Zambia at the southern border city of Livingstone had risen from 60 to 1,000 persons a day, and that they feared the influx threatened security.\u003cbr/\u003eWhile there are few reliable figures on the number of economic migrants crossing through South Africa's borders, estimates consistently refer to 3 million Zimbabweans living in South Africa.\u003cbr/\u003eGuterres said the biggest flow of Zimbabweans was into South Africa but that many of the migrants were economic and not political refugees and so were not protected under international law.\u003cbr/\u003eBut he said the refugees still deserved support, urging the South African government to finalise its strategy to deal with the problem.\u003cbr/\u003eThe South African government has been under pressure to deal with the growing humanitarian crisis within their borders and recently said it was setting up a task team to look at ways of coping with economic migrants.\u003cbr/\u003eHome Affairs Minister Nosiviwe Mapisa-Nqakula, who addressed reporters with Guterres, said the government was not in favour of setting up refugee camps as they just attracted more migrants.\u003cbr/\u003e\"There are Zimbabweans who are not interested in receiving refugee status. What they need is food on the table and they like to come to South Africa and get a job, get money and go back and feed their families. That is the reality of the situation,\" she said.\u003cbr/\u003eShe said the South African government was concerned about the humanitarian crisis and were finding ways of dealing with Zimbabweans coming into South Africa, but did not provide any details of the government's strategy.\u003cbr/\u003eMapisa-Nqakula reiterated the South African government view that the best way to stop the influx of Zimbabweans was to settle the pressing economic and political problems in that country, but that this could only be achieved by Zimbabweans themselves rather than imposed from outside.\u003cbr/\u003eMeanwhile Mbeki, who is leading mediations efforts between Mugabe and his political opponents, on Friday dismissed suggestions that a regional response to the Zimbabwean crisis was tempered by support for Mugabe.\u003cbr/\u003eMugabe has the status of elder statesman among southern African leaders and most are reluctant to criticise him openly.\u003cbr/\u003eThe 83-year-old leader, who has ruled Zimbabwe since independence from Britain in 1980, received loud applause at a the recent Southern African Development Community summit held last week in the Zambian capital of
