migrants. \u003cbr/\u003eIt includes campaigns to warn illegal migrants of the risks and a crackdown on migrant traffickers who help them cross the border.\u003cbr/\u003eThe discovery of 14 bodies in the Arizona desert last month has given the campaign a sense of urgency.\u003cbr/\u003eAnother six people have since died trying to cross the U-S/Mexico border.\u003cbr/\u003eLast year, 491 illegal Mexican immigrants died trying to cross, and another 157 have died this year.\u003cbr/\u003eMost migrants died of exposure, drowning or in traffic accidents. \u003cbr/\u003eThe new illegal migrant campaign measures were  announced at joint news conferences in Mexico City and in Washington.\u003cbr/\u003eThey include a pilot program in which U-S  Border Patrol agents near San Diego will be allowed to use non-lethal weapons such as pepper spray, rubber bullets, tear gas and so-called \"theatrical explosives.\"\u003cbr/\u003eThe measures also include more U-S reconnaissance flights over desert areas where many of the migrants have died.\u003cbr/\u003eThe pact grew out of talks between Presidents Bush and Vicente Fox in Guanajuato in February, when the two leaders agreed to give
