A nuclear research centre near the Georgian capital of...\u003c/span\u003e\n\u003cspan class='full-description hide'\u003eRussian/Nat\u003cbr/\u003eOn the eve of the eleventh anniversary of Chernobyl - the world's worst nuclear disaster -  the problem of nuclear safety continues to plague the former Soviet Union.  \u003cbr/\u003eA nuclear research centre near the Georgian capital of Tbilisi remains a major concern  to the local population and foreign officials. \u003cbr/\u003eThe enriched uranium it houses is poorly stored and easily accessible to terrorists.\u003cbr/\u003eNot far from the Georgian capital of Tbilisi is an environmental disaster waiting to  happen. \u003cbr/\u003eBuilt by big brother Russia in Soviet times and now abandoned by a bankrupt Russian  Federation, this ageing reactor has become a thorn in Georgia's side.\u003cbr/\u003eRussia has repeatedly promised to remove both the enriched uranium and spent fuel  stored here - but a financial crisis has put the project on the back burner.\u003cbr/\u003eSecurity is minimal - and safety lax. \u003cbr/\u003eOnly two guards are posted at the entrance to the facility which houses four-point-three  kilogrammes of highly enriched uranium.\u003cbr/\u003eThis is enough to make a weapon with a yield of one-thousand tons of T-N-T - in the  hands of terrorists, a terrifying weapon.\u003cbr/\u003eIn Soviet times, the reactor was used for space and military research, but for years  there has been no research here.  \u003cbr/\u003eThe reactor is too old and the Georgian government has no money to modernise. \u003cbr/\u003eOfficials at the research centre pin hopes on the sale of enriched uranium. \u003cbr/\u003eThey need about 500-thousand U-S dollars to replace the reactor with a new research  facility.  \u003cbr/\u003eThe United States is a possible client. \u003cbr/\u003eSOUNDBITE: (Russian)\u003cbr/\u003e\"The reactor has outlived its service life, equipment has aged, including instruments and  radiation control systems, and so on. But that doesn't mean we want to neglect the  reactor. On the contrary, we have a programme envisaging its transition to a safe mode,  from the viewpoint of radiation.\"\u003cbr/\u003eSUPER CAPTION: Shukri Abramidze, Director of research\u003cbr/\u003eAmerican specialists have already installed a security system at the nuclear research  centre, but these measures are not enough. \u003cbr/\u003eGeorgia is socially and politically unstable.  \u003cbr/\u003eAfter a bitter war with a breakaway province and various ethnic rivalries still simmering,   the threat of more political unrest remains.  \u003cbr/\u003eAnd poverty-stricken workers make smuggling and illegal sales a very real possibility. \u003cbr/\u003eOfficials admit that the only realistic solution is a complete removal of the enriched  uranium and spent fuel from Georgia entirely.\u003cbr/\u003eBut Russia's promises to do so have remained empty.\u003cbr/\u003eAnd although the U-S is vying for the uranium purchase, Russia has balked at its former  Cold War rival gaining too much influence in the region.  \u003cbr/\u003eGeorgian officials worry that even if the uranium was removed they would still have  radioactive waste to reckon with.\u003cbr/\u003eSOUNDBITE: (Russian)\u003cbr/\u003e\"The country which has produced highly enriched uranium accepts spent fuel and  extracts part of uranium 235, but radioactive waste should be returned to the country  from which it was taken, that is, to Georgia.
