I think the Russians are concerned that a Chechen was able to gain alyssum here through our judicial system, some years back and Mr Lavrov (Soviet Ambassador to the UN Sergei Lavrov) made a specific reference to that individual and another individual who is able to use the judicial system in the United Kingdom to gain alyssum. But that is part of our judicial system.  We are fully united, standing alongside the Russians as they deal with the terrorist threat that they face and the terrorist strike that was perpetrated against their innocent citizens last week and that is what you also heard clearly enunciated by the State Department and there is no confusion here. How this problem of Chechnya will ultimately be solved is something for the Russians to work out, but with respect to terrorist attacks against innocent Russians, we stand united with the Russians that they have to deal with this in a most powerful, direct, forceful way that they can in order to protect their citizens. Wide shot of Powell with reporters\u003cbr/\u003eThree years after the devastating September 11 2001 attacks, US Secretary of State Colin Powell said he believes Osama bin Laden is still alive, although he said he has no proof of that.\u003cbr/\u003ePowell said bin Laden's al-Qaida network has been decimated at top levels, a day after bin Laden's second in command, Ayman al-Zawahri, issued a videotape that asserted the terror group would defeat the United States in Iraq and Afghanistan.\u003cbr/\u003eBut Powell added that al-Qaida had the capacity to regenerate itself at lower levels.\u003cbr/\u003eIn an Associated Press interview, Powell said that any future leaders of al-Qaida were not as accomplished nor as experienced as \"those who have been taken out\" in the US campaign that overthrew the Taliban regime in Afghanistan.\u003cbr/\u003eBin Laden, the target of Bush administration rhetoric after the attacks three years ago, largely has been dropped out of the US lexicon.\u003cbr/\u003eThere was no direct mention of him at the Republican national convention that nominated President Bush for a second term.\u003cbr/\u003eSecretary Powell also sought to ease Russia's irritation with his suggestions that ultimately there must be political dialogue to resolve the war for independence in the rebellious province of Chechnya.\u003cbr/\u003eHe said there was no justification, religious or political, for the evil attack where more than 350 people died during last week's hostage crisis in the southern Russian city of Beslan.\u003cbr/\u003eHe said Russia would have to solve the problems associated with Chechnya.\u003cbr/\u003eThe Secretary said the United States stood united with Russia \"that they have to deal with this in the most powerful, direct, forceful way that they can in order to protect their citizens - the same as we are doing to protect our citizens.\"\u003cbr/\u003eReflecting on the three years since the September 11 attacks, Powell asserted \"we are safer\" but \"we are still in a threatening environment.
