Although his name was not on any ballot, his future as a media mogul and possibly as leader of a conservative...\u003c/span\u003e\n\u003cspan class='full-description hide'\u003eItal/Eng/Nat\u003cbr/\u003eFormer Italian prime minister Silvio Berlusconi was the number one issue at Sunday's series of referendums. \u003cbr/\u003eAlthough his name was not on any ballot, his future as a media mogul and possibly as leader of a conservative coalition was at stake. \u003cbr/\u003eThe government spent nearly 600 (m) million dollars on the referendums, but poor attendance early in the day may make the whole exercise invalid.\u003cbr/\u003eIf passed, two measures would strip down Silvio Berlusconi's TV empire and limit his ability to sell advertising, a major source of cash for his Fininvest conglomerate.\u003cbr/\u003eNo single individual could own more than one national network, meaning Berlusconi would have to sell two of this three networks. \u003cbr/\u003eIt would leave national television dominated by the state-run RAI, although one issue if passed would open up RAI to at least partial privatisation.\u003cbr/\u003eBerlusconi's political backers and leftist opponents have turned the balloting into a referendum on the multi-millionaire businessman. \u003cbr/\u003eA loss could hurt his bid to return as premier at the head of the conservative movement he created, Forza Italia, 18 months ago.    \u003cbr/\u003eBut over 50 percent of the 48.6 (m) million eligible voters must vote for the outcome of a single issue to be considered valid.\u003cbr/\u003eMany Italians have been confused with the number of issues on which they must decide - and faced 12 different colour ballot sheets in the polling booth.\u003cbr/\u003eNow the worry in Italy is that many people won't even bother to come to vote - or if they do will be overwhelmed by all the questions.\u003cbr/\u003eVOXPOPS (In Italian)\u003cbr/\u003e\"If they have a referendum and in the end they decide something else then we won't vote in the future.\" \u003cbr/\u003e\"Only the ones about the TV have been published, the other questions very little, so many people don't know what's the use of them or how they should answer them.\"\u003cbr/\u003eThis is the fifth time since March 1994 that the Italian electorate has had to go and vote - there has been a slew of regional, ministerial and general elections.\u003cbr/\u003eAccording to the head of one of the polling stations, many of the voters would prefer if parliament made some of the decisions themselves.\u003cbr/\u003e\"The people say why are we to go continuously to the referendum, there are so many referendums, it should be parliament to do the laws.\"\u003cbr/\u003eSUPER CAPTION: Giampiero Battista - head of a polling station\u003cbr/\u003eMarco Panella, leader of the Radical Party and a supporter of the 'No' campaign, doesn't agree - he is already proposing to put 18 more questions to the Italian public in future referendums.\u003cbr/\u003eBut he is worried that not enough 'No' voters will go to the ballot boxes Sunday.\u003cbr/\u003eSOUNDBITE: (In Italian)\u003cbr/\u003e\"The majority this country is on the No side, so if they (the opposition) manages to convince people not to vote the 'yes' will win.
