Various of city traffic \u003cbr/\u003eThe United Nations Development Programme's (UNDP) latest Human Development Report warns that climate change could stall and then reverse human development in the developing countries where people live on two US dollar a day or less.\u003cbr/\u003eThe report for 2007/2008 called for urgent action to keep the rise in global temperatures below two degrees Celsius over pre-industrial levels.\u003cbr/\u003eIt pointed out that the developed countries were failing to meet their targets under the current climate treaty, the 1997 Kyoto Protocol, and gave them a new target of cutting 80 per cent of their total emissions by 2050.\u003cbr/\u003eDeveloping countries, were challenged to achieve a 20 per cent cut in their emissions by 2050. \u003cbr/\u003eWith various reports pointing to India and China emerging as the major emitters of carbon dioxide in the years to come, the Indian government is waking up to the challenge. \u003cbr/\u003eThe Indian Prime Minister has constituted a special task force on climate change to focus on the challenges before India and how to tackle them.\u003cbr/\u003eSome Indian policy makers however feel that total emissions should not be the basis for negotiations as they would be unfair on the developing countries. \u003cbr/\u003e\"I would say that any simulation that is based on the concept of absolute size of emissions is, in my view, fundamentally misconceived. Pachauri, the chairman of the Intergovernmental Panel on Climate Change, say while the rich countries need to take a lead in cutting emissions, developing countries like India and China need to do it for sustainable growth, which is in their own interest. \u003cbr/\u003eAccording to the World Energy Outlook 2007 released by the International Energy Agency (IEA), measures to improve energy efficiency in countries like India and China are the cheapest and fastest way to curb demand and emissions growth in the near term. \u003cbr/\u003e\"You know there are some things that we in this poor'- recently, that pointed out that the rich in India are more polluting than the poor and almost as polluting as the world's average.\u003cbr/\u003eThe report says that the highest income group in India, constituting merely one percent of the population, emits four-and-a-half times as much carbon-dioxide as the lowest income group consisting of 38 percent of the population.\u003cbr/\u003eThe
