The code-name for a drug enforcement operation that began last September and culminated this morning with arrests in Los Angeles, Chicago, Houston, El Paso and Midland, Texas. The unique aspect of this operation is that it targetted both ends of the drug structure: the cartel in Colombia where the drugs originated and a distribution system in Mexico that smuggled cocaine into the United States and into the human pipeline that carried it nationwide. Zorro II is a significant anti-narcotics operation because it simultaneously dismantled the organisation that owned the cocaine and a second organisation that ran the transportation system. It is an important example of the excellent work that occurs when law-enforcement agencies work together and a partnership that now exists between federal, state and local law enforcement agencies. Key figures in the cartel and the leaders within the so-called Mexican federation were arrested in Los Angeles, Chicago and Miami where they had brazenly set up shop. Ten U-S attorneys and a special narcotics prosecutor in New York took part in the enforcement action. The first as part of the South West quarter initiative.  The drug enforcement administration, the FBI, the organised crime-drug enforcement task forces. 42 state and local law enforcement agencies and drug and wire tap experts from the criminal division of the Department of Justice all lent their special talents to this operation. The law enforcement effort underscores a certain point. Most of the cocaine produced by the Colombian cartels is entering the United States through Mexico.  Mexican individuals are not only transporting the Colombian cocaine - but they have developed their own, large-scale operations to distribute the cocaine in the United States. The Mexican government shares our concern about this very serious problem and is cooperating with us to address it. The distribution systems in Mexico in league with the Colombian cartels are a new challenge confronting law enforcement agencies throughout this country. I want to commend all the prosecutors and investigators for their true great dedication and hard work since September and for their selfless teamwork.
