Wide pan of hearing\u003cbr/\u003eThe Bush administration's second-ranking diplomat warned on Wednesday that a boycott of the Beijing Olympics over China's crackdown in Tibet could \"inflame tensions or polarise attitudes\" among 1.3 (b) billion Chinese citizens looking forward to the games. \u003cbr/\u003eSpeaking at a Senate Foreign Relations subcommittee on Asia hearing in Washington, John Negroponte said the United States is deeply troubled by reports of bloodshed and arrests in Tibet, but does not advocate a boycott. \u003cbr/\u003e\"The Dalai Lama has said that he supports Beijing's hosting of the Olympic games and does not support a boycott. An Olympic boycott or sanctions could inflame tensions and polarise attitudes,\" Negroponte said at the hearing.\u003cbr/\u003eHowever, he acknowledged that calls for a boycott reflect real concerns with China's human rights record.\u003cbr/\u003eHe also promised the US would not ignore the need for China to improve its human rights record.\u003cbr/\u003eThe US would \"continue to take the opportunity, before, during and after the Olympics to urge improvements from the Chinese on Tibet and human rights,\" he told reporters.\u003cbr/\u003eBush has said he will use his presence at the games to raise human rights issues directly with China's leaders. \u003cbr/\u003eSenator Barbara Boxer, who is chairing the hearing where Negroponte spoke on Wednesday said the Olympic should provide \"an opportunity to move the Tibet issue forward in a way that is acceptable to all sides.\"\u003cbr/\u003eBut she warned, that \"any solution must respect the fundamental human rights and religious freedom of the Tibetan people. In pursuit of that settlement, the Chinese government must engage in meaningful dialogue with the Dalai Lama.\"\u003cbr/\u003eBritish Prime Minister Gordon Brown and German Chancellor Angela Merkel have said they will not attend the Olympic opening ceremonies. \u003cbr/\u003eSenior US lawmakers have urged Bush to skip the ceremonies.\u003cbr/\u003eNegroponte gave no indication at the hearing that Bush will not attend the event.\u003cbr/\u003eAny Olympic protest by the United States would deeply offend a proud Beijing leadership that hopes the games will show China's emergence as a new world power. \u003cbr/\u003eIt also would run the risk of hindering a host of international efforts the Bush administration needs China's help to solve, including efforts to confront Myanmar's military junta and North Korean and Iranian nuclear efforts.\u003cbr/\u003eChina has been working hard to contain violence in Tibet ahead of the games. \u003cbr/\u003eIt sent thousands of police and army troops to the region to maintain an edgy peace, hunt down protest leaders and cordon off Buddhist monasteries whose monks led protests that began peacefully on March 10 before turning violent
