Press conference\u003cbr/\u003eGovernment agencies including the Defense Department have grown more responsive to requests from the independent commission studying Sept. 11, the panel's leaders said\u003cbr/\u003eTuesday.\u003cbr/\u003eChairman Thomas H. Kean and Vice Chairman Lee Hamilton also said the 10-member commission will hold 14 days of public hearings early next year focused on the events of Sept. 11 and the performance of the Clinton and Bush administrations in the years leading up to the attacks.\u003cbr/\u003eSome family members of Sept. 11 victims are unhappy with the pace and direction of the commission's 18-month inquiry, which passed its midway mark in late August.\u003cbr/\u003eThey want the committee to pinpoint government failures and, where necessary, to name those accountable.\u003cbr/\u003eThe bipartisan commission - formally, the National Commission on Terrorist Attacks Upon the United States - has until May 27 to submit its report.\u003cbr/\u003eKean, a Republican former governor of New Jersey, and Hamilton, a Democratic former House member from Indiana, went public on July 8 with a blunt status report about the panel's efforts to gather information.\u003cbr/\u003eIssuing their lowest grades to the Defense and Justice departments, they warned that the Bush administration's level of cooperation during the subsequent few weeks would determine whether the panel can write a thorough report.\u003cbr/\u003eTwo months later, Kean and Hamilton say executive branch agencies \"have significantly improved their performance.\"\u003cbr/\u003eThey warned that many documents have yet to be produced, and negotiations continue with the White House. \u003cbr/\u003eThey vowed to alert the public if agencies fail to produce certain \"high-level ... records\u003cbr/\u003eon policy deliberations\" within the next two weeks.\u003cbr/\u003eAlso, the heads of government agencies will be asked to certify in writing that they have produced all documents to the best of their ability.\u003cbr/\u003eThe commission was created last year in a compromise between Congress and the White House, which had initially opposed it.\u003cbr/\u003eBeyond the specific events of Sept. 11, 2001, it is investigating related issues of intelligence, law enforcement, diplomacy, immigration, commercial aviation and the flow of assets to terrorist organizations.\u003cbr/\u003eKean said the commission and its 65-person staff have received 87 briefings from federal officials and interviewed more than 200 people, in addition to the witnesses who have testified at its six days of public hearings.\u003cbr/\u003eNext month, the panel will hold a public hearing to explore the structure of the intelligence community. A November hearing at Drew University in New Jersey, where Kean is president, will address emergency preparedness. FBI reforms since Sept. 11 will be the topic of a December hearing.\u003cbr/\u003eBeginning in January, the commission will devote 14 days of hearings to \"factual issues\" about Sept. 11, hearing
