dismissed suggestions that he should step down if Bolivia's 4.4 million registered voters fail to reach a consensus in a referendum on the nation's immense natural gas reserves. \u003cbr/\u003eThe debate centres around a complicated referendum that asks five questions about how best to exploit the massive reserves, Latin America's second largest.\u003cbr/\u003eIn essence, the ballot asks Bolivians whether they want to allow gas exports and have more state control over the reserves. \u003cbr/\u003eA yes vote would help Mesa, who called for the referendum. \u003cbr/\u003eIt would also appease impoverished Indians who account for most of Bolivia's 8-million population.\u003cbr/\u003eOn Saturday, groups of highland Indians opposed to the referendum blocked highways outside of the capital.\u003cbr/\u003eAbout 200 protesters burned tires and strewed rocks along two main streets in El Alto, a city of 800,000 on the high plains above the capital.\u003cbr/\u003eDespite the protest, leaders of European descent in the eastern and southern lowlands.\u003cbr/\u003eIn the west, indigenous and labour leaders want the entire gas industry nationalised - an option Mesa left off the ballot.\u003cbr/\u003eIn the east and southeast, home to the gas reserves, business leaders are set on exportation and have threatened to secede from the less developed highlands.\u003cbr/\u003eDespite some opposition to his referendum, Mesa has so far managed to hold the nation together as a clear-speaking political outsider. \u003cbr/\u003eBut without a political base, some Bolivians believe the outcome on Sunday could undermine the former television journalist's 70 percent approval ratings.\u003cbr/\u003eAlthough it now appears that Sunday's vote will go
