There were three or four different resolutions going around there at the time.  And, the resolution that I wanted, the one that I had testified I wanted, as I recalled, I testified before the House Armed Services Committee, I said we need a resolution that brings it back in front of the Congress.  And, I'd seen it as I was flipping through newspapers, I think it was the Levin resolution, and I had lost track of exactly what the resolution said precisely, and I'd advised Katrina Swett ' just stay away from the Iraq issue.'  I don't know exactly, I thought the resolution was going to call it back, and it seemed like the right thing for her to vote for that resolution.  I thought the resolution was the Levin resolution or had some kind of provision in it that would enable that.  I just had lost track of where the resolution was.  Now, you ask me, how could that happen? I wasn't a candidate, I wasn't in the military, I didn't have a staff, I didn't have a briefer, I was in business and I was up here to do her a personal favour.\"\u003cbr/\u003e3. SOUNDBITE: (English) Wesley Clark, Democratic Candidate for President:  \u003cbr/\u003e\"Well, I think what's happened in America, over a period of time, we've had a shift in which the gross domestic product has doubled, but people who are working, ordinary working people, haven't benefited from the growth in the economy.  In fact, if you were in the bottom 90 - nine-zero percent of the American population in terms of annual income that your income has not increased - in fact, it's gone down by two percentage points in real terms. the amount of income of the bottom 90 percent, but if you're in the top one percent, your income went up by 350 percent over the last 30 years.  So, the gains are disproportionate.  What we have to do is help ordinary people, people with families in this country.  That's what created America, that's what gives us our economic potential.\"\u003cbr/\u003e4. Various Clark campaigning at the senior citizens' home\u003cbr/\u003eRetired Army General Wesley Clark was on the Democratic campaign trail on Thursday, visiting an old people's home in Concord, New Hampshire.\u003cbr/\u003eClark is coming increasingly under attack by his Democratic rivals. \u003cbr/\u003eClark now says he would not have voted for the congressional resolution that authorized President George W. Bush to launch military strikes against Iraq. \u003cbr/\u003eBut during a New Hampshire visit in October 2002 for congressional candidate Katrina Swett, Clark said he supported the resolution and would\u003cbr/\u003eadvise Swett to vote for it if she were in Congress. \u003cbr/\u003e\"I just had lost track of where the resolution was,\" Clark said, explaining that he favored a version of the resolution that would have required Bush to return to Congress before going to war.\u003cbr/\u003eThough he isn't responding to specific attacks, Clark made subtle comparisons to his rivals, counting among his advantages the places where he grew up and lived during his military career.\u003cbr/\u003e\"I did grow up in the South and I think if you grow up in the South there are things you understand,\" he said. \"I don't support cultural stereotyping, but there are things that you take in from your environment, wherever you live.\"\u003cbr/\u003eClark also said that his economic plans would help ordinary people whose income had gone down in real terms over the last 30 years, while the top one per cent had grown steadily
