Wide of traffic on city street \u003cbr/\u003eSome Moldovans in the capital Chisinau seemed disappointed on Monday with the results of a constitutional referendum, which according to the latest figures has failed due to low voter turnout. \u003cbr/\u003eThe numbers from the Central Election Commission suggest that the turnout in Sunday's vote was 29.67 per cent, short of the one-third of the 2.66 (m) million voters needed to make it valid. \u003cbr/\u003eIf the referendum is not valid, parliament will have to be dissolved.\u003cbr/\u003ePolls showed that a majority favours the pro-European ruling alliance's proposal to abandon the current system, under which Parliament elects the president with a three-fifths majority. \u003cbr/\u003eVoters were asked whether they agree that the Constitution should be changed to allow the popular vote.\u003cbr/\u003eBut the Communist Party, which ruled the former Soviet republic for eight years until 2009, appealed to Moldovans to boycott the referendum, which it called \"undemocratic.\"\u003cbr/\u003eThe Communists favour the current system, where a candidate needs the votes of 61 of the Parliament's 101 members to win. \u003cbr/\u003eThe pro-European alliance has 53 seats in Parliament - not enough to elect a president - with the rest belonging to the Communist Party.\u003cbr/\u003eThe referendum is meant to free the former Soviet republic from political deadlock. \u003cbr/\u003eParliament has twice failed to elect a new president.\u003cbr/\u003eVitai, a driver in the city, said that the turnout is low because people do not believe in politics any more. \u003cbr/\u003e\"I think that the people in Moldova are not relying much on the government because they know that there is not much to expect from them,\" said Vitai. \u003cbr/\u003eValentina Chusova blames political parties for not attracting voters. \u003cbr/\u003e\"It is a pity that people do not understand that it is in their interest to elect President directly.
