We are doing a big operation to collect the garbage that has made its way to the bay,\" said Gelson Serva, who heads the state government's latest bay cleanup program, a $840 million project that includes efforts to expand the capacity of the city's strained sewerage system. \u003cbr/\u003eOnly 30 percent of Rio's sewage is treated.
