We are doing a big operation to collect the garbage that has made its way to the bay,\" said Gelson Serva, who heads the state government's latest bay cleanup programme.\u003cbr/\u003eThe programme is a 840 (m) million US dollar project that includes efforts to expand the capacity of the city's strained sewerage system. \u003cbr/\u003eOnly 30 percent of Rio's sewage is treated. \u003cbr/\u003eThe rest flows, raw, into area rivers, the bay, local lagoons and its world-famous beaches.\u003cbr/\u003eWhile three mid-sized boats, weighing four tons and with the capacity to hold 37 square feet (3.5 square metres) of trash, have began operating, six small boats and one large barge are not expected begin service before March, Serva said.\u003cbr/\u003eRented from a local firm, each of the mid-sized boats costs 842 US dollars per day to operate, including fuel and a three-person crew consisting of two sailors and one garbage collector. \u003cbr/\u003eOutspoken environmentalist Mario Moscatelli, a biologist who leads several mangrove recuperation projects along the coast of the bay, said that while the eco-boats are a step in the right direction, they're simply too little, too late.\u003cbr/\u003e\"Initially, anything is better than nothing.\" he said. \u003cbr/\u003e\"Now I personally believe that the cost benefit is too high, in other words, what we will manage to collect for the cost that it is, I personally don't understand,\" Moscatelli added.\u003cbr/\u003eThe issue of water pollution has been making headlines in recent days after thick patches of brown foam caused by heat and algae started appearing along Rio's beaches, which have also been inundated by trash left by hundreds of thousands of holiday beachgoers. \u003cbr/\u003eSanitation services have struggled to cope with the scale of the litter, which has reportedly formed islands of trash off Copacabana, Ipanema and Leblon beaches, and sparked a series of news reports in local papers about the city's water quality issues.\u003cbr/\u003eFILE: Rio de Janeiro - 19 November, 2013\u003cbr/\u003e1.
