BUT THE RECENT EARTHQUAKE IN JAPAN HAS BEEN A PAINFUL REMINDER of THE STATE'S ONGOING STRUGGLE WITH EARTHQUAKE PREPAREDNESS.\u003cbr/\u003eCAL TRANS, THE STATE'S DEPARTMENT OF TRANSPORTATION, HAS RETROFITTED more than TWO THOUSAND STRUCTURES OVER THE PAST TEN YEARS. ONE OF THE LAST MAJOR STRUCTURES TO BE REBUILT IN THE BAY AREA IS THE SAN FRANCISCO OAKLAND BAY BRIDGE. AFTER DECADES OF PLANNING AND SPENDING MORE THAN 7 BILLION DOLLARS, THE REPLACEMENT OF THE BRIDGE damaged in a 1989 quake IS STILL A WORK IN PROGRESS.\u003cbr/\u003eSOUNDBITE: This is completely a seismic project, the whole reason for it is not to increase capacity it is to improve earthquake safety across the San Francisco Oakland bay bridge... So there's been a heavy effort in bridges here in the state of CA to bring them up to seismic code.\u003cbr/\u003eDESPITE THOSE EFFORTS, APARTMENTs, HOSPITALs AND SCHOOL BUILDINGS ACROSS THE STATE ARE STILL NOT UP TO CODE. IN 2006 VOTERS APPROVED A 200 MILLION DOLLAR SEISMIC MITIGATION PROGRAM TO HELP SCHOOLS PAY FOR upgrades. BUT EVEN WITH STATE HELP, TIGHT BUDGETS HAVE PREVENTED SCHOOL DISTRICTS FROM TAKING ON COSTLY RETROFIT PROJECTS.\u003cbr/\u003eSOUNDBITE: At a time when there's a budget crisis in Oakland and statewide, and when state funding has been cut by unprecedented levels for three years... There really aren't the resources available.
