We do believe that the concept is flawed in that draft, when it ignores the origin of the current crisis. It ignores  \u003cbr/\u003ethat it started with the Kurdish groupings fighting each other,  and some other factors also influencing that fight. And that one of those factions asked the government of Baghdad to  help et cetera et cetera. I am not saying that all is this is something we are ready to welcome, but I am saying the situation is not black and white, as presented in the British draft.\"\u003cbr/\u003eSUPER CAPTION: Sergey Lavrov, Russian Ambassador to the UN\u003cbr/\u003eIraq itself was also voicing its objections to the raids, with the deputy Prime Minister Tariq Aziz insisting earlier that the American attack was unjustified.\u003cbr/\u003eAziz said Saddam's forces had withdrawn from the Kurdish area of Irbil several hours before the missile strikes. \u003cbr/\u003eHe also derided U-S claims that Saddam had violated U.N. Resolution 688, which prohibits the Iraqi leader from oppressing his people.\u003cbr/\u003eFor their part, the British remained upbeat about the best way to tackle the problems caused by Iraq.  \u003cbr/\u003e\"There has been an effort --  a good effort today -- to find ways round some of the drafting difficulties.
