In four months since it has not changed, he is still a threat.  He was given one last chance to avoid war, if Iraq complies and disarms even at this late hour it is possible to avoid war.  He is betting however that his contempt for the international community is stronger than the collective resolve of the Security Council to impose its will.  Saddam Hussein is betting that some members of the Council will not sanction use of force despite all the evidence of his continued refusal to disarm.  Divisions among us, and there are divisions among us, if these divisions continue will only convince Saddam Hussein that he is right and I can assure you he is wrong.\"\u003cbr/\u003e12. Security Council and \"split us into arguing factions\". \u003cbr/\u003ePowell declared that the effort must fail as he prepared to cajole the council anew to back force to disarm Iraq.\u003cbr/\u003eSecretary Powell, who will travel to the United Nations on Thursday, said that Saddam had thrown away his one last chance to avoid the serious consequences the world body had threatened last November for Iraqi failure to disarm.\u003cbr/\u003ePowell spoke just hours after the foreign ministers of France, Germany and Russia joined forces in vowing to block a U.S.-backed second resolution on Iraq and authorizing use of force to disarm Saddam.\u003cbr/\u003eBut Powell seemed undeterred by the latest development, as did President George W. Bush, who continued to press ahead in attempting to rally support. Powell said that nobody really knows who has the votes until the votes are taken.\u003cbr/\u003eIn a speech to a foreign policy group, Powell said there has been no evidence that Saddam has made any serious movement to disarm or cooperate with U.N. inspectors.\u003cbr/\u003eHe said Iraq's \"too-little too-late\" gestures are meant not just to deceive and delay action but also to divide the international community.\u003cbr/\u003ePowell said the only real issue left is whether Saddam Hussein had \"made a strategic decision, a political decision, to give up these horrible weapons of mass
