Pan of leaders seated for photo \u003cbr/\u003eEnglish/Nat\u003cbr/\u003eAustralia's Prime Minister John Howard accused small Pacific island states on  Thursday of exaggerating the threat to their existence from global warming.\u003cbr/\u003eHis comments came at the start of the South Pacific Forum in the Cook Islands. \u003cbr/\u003eA number of low-lying islands -- the Cook Islands, Kiribati, Nauru, Niue and Tuvalu --  fear they could be engulfed by rising sea levels.\u003cbr/\u003eTraditional island dancers and musicians welcomed leaders from nations across  Australasia to the Cook Islands on Thursday.\u003cbr/\u003eThe opening festivities for the South Pacific Forum summit proceeded without a hitch,  despite a dispute between members.\u003cbr/\u003eThe Australian Prime Minister, John Howard, has accused small Pacific island states of  exaggerating the threat to their existence from rising sea levels. \u003cbr/\u003eThe Pacific states have warned Australia that its insistence on increasing greenhouse  gas emissions could subject it to an even stronger backlash than the one directed at  France over nuclear testing in the Pacific.\u003cbr/\u003eThe low-lying islands most at risk include the Cook Islands, Kiribati, Nauru, Niue and  Tuvalu.\u003cbr/\u003eAs an energy-producing nation, Australia opposes any binding global targets for  reducing carbon dioxide and other greenhouse gas emissions.\u003cbr/\u003eIt also argues that it should be allowed to increase its emissions until 2010.\u003cbr/\u003eOfficial negotiations in the past two days have failed to reach consensus on the wording  of the communiqu� to be endorsed Friday by the 16 Pacific leaders at the end of this  three-day summit.\u003cbr/\u003eHoward, however, said he was hopeful that an agreement could be reached by Friday's  end.\u003cbr/\u003eSOUNDBITE (English):\u003cbr/\u003e\"Our position on the greenhouse gas emissions is quite well known.  We can't, for  obvious national interest reasons - Australian jobs, Australian investment - commit to  mandatory targets, to legally binding targets.
