The military leaders know the foreign aid will help, but they fear the political consequence of opening up the disaster zone to international aid teams. This might show up their own incapacity and undermine their credibility and legitimacy. The suspicions of humanitarian aid serving as a camouflage for regime change, a perception that is not entirely unreasonable when some countries have talked about invoking responsibility to protect and mounting relief operations without host government permission. I am not here to defend Myanmar, but I think we need to understand their perspective, if we want to find the best way to approach this humanitarian effort.\"\u003cbr/\u003e8. Wide of discussion audience\u003cbr/\u003eUnited Nations under-Secretary General for Humanitarian Affairs and Emergency Relief John Holmes on Monday said that there had been no evidence of widespread disease and starvation in Myanmar's Irrawaddy delta following last month's cyclone. \u003cbr/\u003eHolmes made the comments at a panel discussion about humanitarian relief in Myanmar, organised by the Asia Society in New York. \u003cbr/\u003eThe UN official said most villages in the area had been reached by relief workers and a clearer picture of the situation was therefore emerging.\u003cbr/\u003e\"What we've found so far is no evidence of unusual disease cases, the epidemic we feared at one stage stage does not seem to have happened, at least so far,\" Holmes told the panel.\u003cbr/\u003e\"We haven't found any evidence of starvation, as such, although of course hunger and malnutrition are certainly there, indeed they were were there before this cyclone struck,\" he continued.\u003cbr/\u003eThe UN's World Food Programme had put six helicopters into service and would add another four in the next day or two, he said.\u003cbr/\u003eDespite these advances, Holmes said more teams needed to be allowed to work and be given permission to base operations in the delta by the military junta.\u003cbr/\u003eThe acting chairman of the Association of Southeast Asian Nations, Vanu Gopala Menon, also attended the meeting. \u003cbr/\u003eMenon was not speaking on behalf of ASEAN but in his capacity as the Singapore's ambassador to the United Nations. \u003cbr/\u003eHe said that the situation had to be understood from \"the perspective of Myanmar's domestic politics\".\u003cbr/\u003e\"The military leaders know the foreign aid will help, but they fear the political consequence of opening up the disaster zone to international aid teams. housing materials that could leave hundreds of thousands of survivors exposed to heavy rains as the monsoon season begins, aid agencies have said.\u003cbr/\u003eThe United Nations and the International Federation of Red Cross and Red Crescent Societies warned last week that there was an \"urgent need\" for tarpaulins to provide the estimated one and a half  (m) million homeless survivors with temporary shelter.\u003cbr/\u003eOtherwise, they warned, the threats of hunger and disease could intensify.\u003cbr/\u003eAlso, the market for items such as shelter materials was very tight because of the demand from China's earthquake victims, the UN said in a situation report last week.\u003cbr/\u003eWhile UN staff faced no reported obstacles in obtaining visas to Myanmar, the report said the visa process for international humanitarian groups \"still seems to be more cumbersome\". \u003cbr/\u003eSome aid groups had visa requests that had been pending for up to three weeks, it said.\u003cbr/\u003eThe UN estimates that a total of two point four (M) million people were affected by Cyclone Nargis and warned that more than one (m) million of them still needed help.\u003cbr/\u003eIt also said that as many as a 134-thousand people may have died. \u003cbr/\u003eUN officials and aid groups have criticised Myanmar's ruling junta for restricting access to the
