The Associated Press has learned a second company plant -- this one in plainview texas - operated unlicensed and without being inspected by government health officials for years.\u003cbr/\u003eNo salmonella has been found, but the inspector who went there reported it didn't have a food manufacturers license -- and hadn't been inspected since it opened nearly four years ago.\u003cbr/\u003eOne lawmaker on Capitol Hill says the latest revelation underscores the need for changes at the FDA.\u003cbr/\u003e[Notes:VO -- OBAMA]\u003cbr/\u003eAs for President Obama --- he has said that the FDA has not acted quickly enough -- and he wants a review of the agency and the recent outbreak tied to peanut butter.\u003cbr/\u003e[Notes:SOT --KATHLEEN BARRON/ATLANTA]\u003cbr/\u003eEspecially when you're consuming it before you even realize it's bad.
