It will be possible, if the Security Council becomes deadlocked, for UN agencies individually to act in Iraq.  It might even be possible for the World Bank and even the International Monetary Fund to have a role. But it will be a pity if the Security Council gets bogged down in disagreements based on past ill feeling. The important thing is that there should be a new corporate spirit of trying to work together to ensure that the UN has a constructive role, but we will just have to wait and see.\"\u003cbr/\u003e4. SOUNDBITE: (English) Alexander Downer, Australian Foreign Minister:\u003cbr/\u003e\"I think the design is coming together quite well and that is that you would have an interim Iraqi authority and this is the point I have made earlier about the incremental passage of control over the Iraqi interim authority to the Iraqis themselves.  You would have working in Iraq the UN, the U-N would be coordinated by a Special Representative.  There would be a number of different U-N agencies that need to be coordinated, the shouldn't be duplicated.  There has been a big problem with the UN over the years because of duplication of UN agencies.  No duplication, or at least a bare minimum.  A clear role for the World Bank and the International Monetary Fund.  I think there is no doubt about that - they would both have a very important role to play. Discussed North Korea with the President yesterday and the Vice President and with Dr Rice this morning.  We obviously want the United States to keep a focus, even during the war in Iraq, on the crisis of North Korea.  This is the problem of North Korea and this is a very substantial problem, one that we are very concerned about and has an impact on our own regional environment.  There does seem to be now a clear sign that China is making a substantial effort to try to persuade the North Koreans first of all to engage at least in multilateral dialogue and to exercise a much greater degree of restraint.\"\u003cbr/\u003e11. Panning shot, Downer leaves news conference\u003cbr/\u003eAustralian Foreign Minister Alexander Downer said on Wednesday the U-N Security Council member countries needed to put disagreements behind and work together on helping reconstruct Iraq.\u003cbr/\u003eDowner, speaking to reporters in Washington in advance of a meeting with United Nations Secretary General Kofi Annan, said \"it would be a pity if the Security Council gets bogged down in disagreement based on past ill-feeling\".\u003cbr/\u003eAfter two days of meetings in Washington - including one with US President George Bush and his senior advisers - Downer said he was pleased by the reaction to his message that Australia wants the United Nations to play a strong role in Iraq after the war comes to an end.\u003cbr/\u003eDowner also met World Bank president James Wolfensohn and representatives from the International Monetary Fund. \u003cbr/\u003eHe said both organisations had indicated they were prepared to provide assistance to a post-war Iraq and had drawn up contingency plans - although Downer said neither had made any final decisions.\u003cbr/\u003eHe also said a design for assisting post-war Iraq appeared to be coming together - including a role for a special representative to coordinate UN agencies.\u003cbr/\u003eAustralia is a key ally of the United States on the war in Iraq and the war on terrorism.\u003cbr/\u003eAmong the more than 300-thousand coalition troops, Australia has deployed 2-thousand troops in the Gulf region. \u003cbr/\u003eDowner also said he had discussed the problem of
