Nothing and nobody is above the law.\"\u003cbr/\u003eSUPER CAPTION: Pablo Chapa\u003cbr/\u003eCarlos Salinas was elected president in 1988 and from 1990-92,\u003cbr/\u003eRaul Salinas was a technical secretary to one of his brother's pet\u003cbr/\u003eprojects: the vast government works project known as Solidarity.\u003cbr/\u003eThere's also been another development in yet another assassination case in Mexico, the killing of Luis Donaldo Colosio.\u003cbr/\u003eThe official candidate for last year's election was murdered in Tijuana March 23.\u003cbr/\u003eThe past administration's investigation concluded that the crime was committed by a deranged loner.\u003cbr/\u003eBut President Ernesto Zedillo's government promised to reopen the investigation.\u003cbr/\u003eOn Friday, the government arrested the second suspect in the crime, Othon Cortes Vazquez, one of the heads of Colosio's security detail.\u003cbr/\u003eAccording to the government, these pictures prove that Cortes, the person singled out, was an accomplice in the assassination.\u003cbr/\u003eThe video shows him nodding at the gunman when he thought the moment was right to kill Colosio.\u003cbr/\u003eOn Tuesday, Cortes, apparently in pain, was shown to the press in the Almoloya Prison, where he is in custody.\u003cbr/\u003eCortes has been accused of shooting Colosio after the candidate was shot in the head.\u003cbr/\u003eMexico City, 28 Feb. \u003cbr/\u003e1.
