over roads and forced people from their homes on Wednesday in the Mississippi Delta, a poverty-stricken region only a generation or two removed from sharecropping days.\u003cbr/\u003ePeople used boats to navigate flooded streets as the crest rolled slowly downstream, bringing misery to poor, low-lying communities. \u003cbr/\u003eHundreds have left their homes in the Delta in the past several days as the water rose toward some of the highest levels on record.\u003cbr/\u003eThere were also concerns that flooding could impact some refineries along the lower Mississippi River.\u003cbr/\u003eThe flood crest is expected to push all the way through the Delta by late next week.\u003cbr/\u003eMississippi Governor Haley Barbour urged people to get out if they think there is even a chance their homes will flood. \u003cbr/\u003eHe said there is no reason to believe a levee on the Yazoo River would fail, but if it did, 107 feet (32 metres) of water would flow over small towns.\u003cbr/\u003eThe Mississippi Delta, with a population of about 465,000, is a leaf-shaped expanse of rich soil between the Mississippi and Yazoo Rivers, extending about 200 miles (321 kilometres) from Memphis, Tennessee, to Vicksburg, Mississippi. \u003cbr/\u003eWhile some farms in the cotton, rice and corn-growing Delta are prosperous, there is also grinding poverty. \u003cbr/\u003eNine of the 11 counties that touch the Mississippi River in Mississippi have poverty rates at least double the national average of 13.5 percent, according to the US Census Bureau.\u003cbr/\u003eThe governor said the state is asking local officials to get in touch with people who might have no electricity and phones and thus no way to get word of the flooding.\u003cbr/\u003eSwollen by weeks of heavy rain and snowmelt, the Mississippi has been breaking high-water records that have stood since the 1920s and '30s.\u003cbr/\u003eIt is projected to crest at Vicksburg on May 19 and shatter the mark set there during the cataclysmic Great Flood of 1927. \u003cbr/\u003eThe crest is expected to reach New Orleans on May 23.\u003cbr/\u003eFuel prices could rise as the water makes its way south, potentially affecting refineries near flooded rivers.\u003cbr/\u003eAt least ten refineries sit on the river itself, with more dotting nearby inlets and offshoots.\u003cbr/\u003eThe Ergon Oil Refinery in Vicksburg has already had to stop oil shipments using railways because of the water.  \u003cbr/\u003eMakeshift levees have been built around the company's more sensitive structures.  \u003cbr/\u003eBarge traffic along the river is vital to international trade and already moving at a slower pace as ship captains navigate tricky waterways.   \u003cbr/\u003eThe Army Corps of Engineers is helping to protect residential areas by filling rectangular baskets with sand and dirt.  \u003cbr/\u003eAlong the Louisiana waterfront in Stephensville, prison inmates are filling sandbags along with residents.  \u003cbr/\u003eEven after the peak passes, water levels will remain high for weeks, and it could take months for flooded homes to dry
