Bush to make the already limited American trade with the communist nation even harder.\u003cbr/\u003eBlanco flew in to Havana on a flight from Cancun in Mexico where on Monday, she assumed the leadership of an economic development group of US and Mexican states bordering the Gulf of Mexico.\u003cbr/\u003e\"We are here to explore opportunities that will benefit you as well as Louisiana,\" Blanco told Pedro Alvarez, chairman of the Cuban food import firm Alimport, shortly after her arrival in Havana.\u003cbr/\u003e\"There is a long history between Cuba and Louisiana,\" she said. \"We believe it is important to be here.\"\u003cbr/\u003eAlvarez responded by saying, \"The doors in Cuba are open to the Louisiana business community.\"\u003cbr/\u003eHe said he hoped Louisiana would become a major source of trade and investment in Cuba, and that New Orleans would one day become the first US port to send tourists to Cuba, currently impeded by a US travel ban.\u003cbr/\u003eThe governor was travelling with a delegation of about 30 people, including her economic development secretary Michael Olivier and Gary LaGrange, chief executive of the Port of New Orleans.\u003cbr/\u003eBlanco is the fourth US governor to travel to Cuba. \u003cbr/\u003eThe first, George Ryan of Illinois, came on a similar trade mission in 1999. Cuban American National Foundation, who said the visit would only legitimise Castro''s rule.\u003cbr/\u003eBlanco has argued that other US states are benefiting from sales of agricultural goods to Cuba and that Louisiana also stands to gain from the 2000 US trade law that legalised that trade.\u003cbr/\u003e\"There certainly were some vocal opponents, but there were also some vocal supporters, including exiles,\" Blanco said.\u003cbr/\u003eThe law created an exception to more than four decades of trade sanctions against Cuba, allowing American farm goods to be sold directly to the island on a cash-only basis.\u003cbr/\u003eCuba has contracted to buy more than US$1 (b) billion (â\u0026#x201A;Ź767 million) in American farm goods, since it began taking advantage of the law in 2001.\u003cbr/\u003eMore than half of those goods have been shipped through New Orleans.\u003cbr/\u003eBut the Bush administration has tightened trade and travel restrictions on Cuba in recent years.\u003cbr/\u003eIt recently reinterpreted how Cuba pays for American farm goods, saying the Caribbean nation must make full payment before the cargo leaves US ports.\u003cbr/\u003eCuban officials
