The other aspect is, in terms of the al-Qaida safe haven, and to the degree they have a safe haven, it's not in Afghanistan where we would put additional troops if we wish to, but rather in Pakistan. And so, the issue is:  How do we work with the Pakistanis to make them more effective and what can we do together or, perhaps, independently? But that's clearly not going to be major force movements across the border. But there's no question that we have to worry about al-Qaida operating on the Pakistani side of the border.\"\u003cbr/\u003e8. Pan of committee members \u003cbr/\u003eUS Defence Secretary Robert Gates indicated on Tuesday that the lengthy search for a European official to coordinate the international aid presence in Afghanistan may be completed soon.\u003cbr/\u003eTestifying before the House Armed Services Committee, Gates said he hopes a \"suitable candidate\" can be picked shortly, allowing more efficiency in the way international assistance is implemented.\u003cbr/\u003eGates mentioned no names, but a senior defence official said before the hearing that the candidate proposed to Afghan President Hamid Karzai in recent weeks is British diplomat Paddy Ashdown, who was Bosnia-Herzegovina's international administrator for more than three years.\u003cbr/\u003eGates acknowledged, during questioning by committee members, that opinion polls show resurgent support for the radical Taliban, who were overthrown in the US invasion following the September 11, 2001 attacks.\u003cbr/\u003e\"Admittedly, it's gotten worse,\" Gates said, adding that this appeared to be due to inadequate provision of basic government services and corruption among local Afghan police. \u003cbr/\u003e\"But if it's a resource issue, it's more a civilian resource issue, in terms of training police and proper governance,\" he said. \u003cbr/\u003eHe said it does not reflect a lack of US military commitment, noting there are about 25-thousand US troops in Afghanistan.\u003cbr/\u003eGates, who visited Afghanistan last week, said the security and other gains in Afghanistan are fragile.\u003cbr/\u003e\"There needs to be more effective coordination of assistance to the government of Afghanistan,\" Gates told the committee.\u003cbr/\u003e\"A strong civilian representative is needed to coordinate all nations and key international organisations on the ground. assessing how the situation in Afghanistan should proceed over the next three to five years. \u003cbr/\u003eHe hoped that the paper could be ready for consideration by NATO government leaders at a summit in Romania next spring.\u003cbr/\u003eAppearing with Gates, Navy Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, said chances for success in Afghanistan rest in large part on the
