People getting in bus\u003cbr/\u003eMexico on Friday launched a program to encourage Mexican-Americans to invest in the mother country showing off what it hopes will be the first of many projects financed by \"godfathers\" abroad.\u003cbr/\u003eIt is part of President Vicente Fox's plan to use Mexican migrants as a welcome resource rather than treat them as a liability and to help them create jobs that will avoid the need for others to head north.\u003cbr/\u003eOfficially the first of those godfathers is Jaime Lucero, who grew up about in the impoverished Sierra Mixteca.\u003cbr/\u003eHe´s now back in Mexico - backed by his emporium of assembly factories ready to make business and, in the process, help raise the standards of living of one of Mexico´s most depressed areas: the state of Puebla.\u003cbr/\u003eThe inhabitants of San Salvador El Seco, or simply El Seco (the dry one), have seldom any choice when it comes to making a living.\u003cbr/\u003eThere is badly-paid farming or arts and crafts. Confronted with this, a great majority leaves in search of a brighter futureÂ… the other side  of the border, in the U-S.\u003cbr/\u003eEl Seco is a small farming village in the state of Puebla, a three-hour-drive south of Mexico City.\u003cbr/\u003eMost people here have a story to tell about a failed trip to the U-S or a relative who´s made the American dream.\u003cbr/\u003eJose Manuel Diaz, is 40, married with two children. He now works at the new assembly factory that has just opened in town.\u003cbr/\u003eThe Gold and Silver plant is reviving the economic life of the village and the hopes of many of its inhabitants.\u003cbr/\u003eIt has given work to one thousand and 150 people already. In three years, four similar plants will be open in town.\u003cbr/\u003eThe Lucero family, the owners, are themselves former immigrants.\u003cbr/\u003eJaime Lucero is the motor behind the project.\u003cbr/\u003eHe was 18 when he slipped into the United States illegally in 1975 and went to work washing dishes in New York restaurants.\u003cbr/\u003eJaime Lucero, of North Caldwell, N.J., said he spent six years as a cook's assistant in New York City restaurants before buying a truck to transport workers in the city's Garment District.\u003cbr/\u003eHe gradually built that business into a large-scale clothing distribution company, Gold \u0026amp; Silver, Inc..\u003cbr/\u003eAbout a year and a half ago he opened a clothing assembly factory here, in an arid plain about 145 kilometers east of Mexico City.\u003cbr/\u003eHis brother and co-owner, Julio, accompanied him.\u003cbr/\u003eThe government, in returns, encourages their endevours by offering property, speeding paperwork and beign generous with tax discounts.\u003cbr/\u003eLucero said he increased his expansion plans because of Fox's program, and now foresees employing 7-thosuand  people scattered in small assembly factories in small, country towns throughout the region.\u003cbr/\u003eAt the center is a newly renovated two-century-old hacienda, where weathered wooden doors placed in thick rock walls open into airy galleries lined with sewing machines or ironing boards.\u003cbr/\u003eLucero's aides said the operation eventually should produce more than one (m) million pieces of clothing a month, paying skilled manufacturing workers some 700 to 900 pesos (dlrs 77 to nearly dlrs 100) on a piecework basis.\u003cbr/\u003eAna Cortes, 19, also works at the plant.\u003cbr/\u003eShe´s quite happy she doesn´t have to leave her town to look for a job, as one of her uncles did. But she also claims her wages are just about enough to make ends meet.\u003cbr/\u003eJobs in town paid about 250 pesos (dlrs 27.50) a week, and the new work at the iron pay a little more.\u003cbr/\u003eShe makes an average of 2-thousand pesos a month working at the plant.\u003cbr/\u003eMexico's minimum wage is about 40 pesos (dlrs 4.30) per day.\u003cbr/\u003eMexico´s new government hopes to attract \"godfathers\" for projects in 90 \"microregions\" selected because they combine poverty with a heavy emigration to the United States.\u003cbr/\u003eSome would be factories. Others might be schools, hospitals or roads.
