Bujosevic in his office\u003cbr/\u003eEuropean Union leaders on Friday agreed to open membership talks with Serbia by January at the latest, in recognition of its efforts to improve relations with breakaway Kosovo.\u003cbr/\u003eThe Friday move is seen as a step of the EU toward embracing once-troubled countries in the Balkans.\u003cbr/\u003ePresidents and prime ministers from the 27 EU nations also welcomed Croatia's upcoming accession as the bloc's 28th member on Monday.\u003cbr/\u003e\"I think that progress has been remarkable,\" an upbeat German Chancellor Angela Merkel said of the decision to open the membership talks with Belgrade.\u003cbr/\u003e\"We've got a clear plan for the implementation in order to have accession negotiations to begin.\"\u003cbr/\u003eWith the second day of the EU summit focusing on the Balkans, the EU leaders also announced negotiations for closer ties with Kosovo, a possible step on the way to membership talks.\u003cbr/\u003eBritish Prime Minister David Cameron said the EU accession movement in the Balkans was \"remarkable progress\" after \"the terrible things that happened there not so long ago.\"\u003cbr/\u003eFor both Serbia and Kosovo, the vital breakthrough came on April 19, when the neighbours reached a historic agreement to normalise relations and end years of acrimony.\u003cbr/\u003eMerkel said the Council agreed to review progress on the implementation of the agreement between Kosovo and Serbia in December.\u003cbr/\u003eThe agreement will see Serbia call off parallel security structures in the Serb-run north of Kosovo and encourage northern Kosovo's Serb population to work with the ethnic Albanian leadership in Pristina in exchange for more self-governance.\u003cbr/\u003eKosovo, a former province of Serbia, declared independence in 2008. \u003cbr/\u003eOver the years, Belgrade has said it would never recognise the sovereignty of Kosovo, which is considered by Serbia's nationalists to be the cradle of the country's medieval statehood and religion.\u003cbr/\u003eKosovo has been recognised by over 90 countries including the US and 22 of the EU's 27 members.\u003cbr/\u003eMerkel would not commit, however, whether a formal recognition of Kosovo would be a prerequisite to Serbia's EU accession, noting that it will take quite a long time until that decision is due. \u003cbr/\u003eShe said negotiations with Croatia were opened in 2004 but the accession will only happen on Monday.\u003cbr/\u003eIn Serbia on Friday, some residents were pleased with the news.\u003cbr/\u003e\"I think that Serbia belongs to Europe, that is for sure, and it always belonged (to Europe), said one man.\u003cbr/\u003e\"The only thing that I don't like is that we are offering ourselves to them too much.
