Secretary General in Gaza said that a halt to 'resistance activities' was under discussion but he said this would only happen if the Israelis stopped what he termed the 'siege on the Palestinian people'.\u003cbr/\u003eIn a bid to save the US-backed peace plan which had foundered after a week of violence, an Egyptian delegation which also attended the meeting called for a halt to all attacks on Israel.   \u003cbr/\u003eBut Mohammed al-Hindi of the radical Islamic Jihad group said that 'the (Israeli) occupation is the reason behind all this terrorism'.  \u003cbr/\u003eHamas leader Isma'il Abu Shanab also stated that 'resistance is not terrorism'.\u003cbr/\u003eThe final decision on a truce will be made by Hamas leaders abroad, but sources close to the talks said the leaders  would be willing to consider a comprehensive cease-fire, provided Israel promised to halt targeted killings, incursions and other military strikes.\u003cbr/\u003eIsrael demands a halt to attacks against all Israelis, but for now the Palestinian factions propose at best to halt attacks in Israel proper, but not in the West Bank and Gaza. \u003cbr/\u003eThe 'road map' requires Israel to halt offensive operations against Palestinians and to withdraw troops from Palestinian cities and towns.\u003cbr/\u003eMeanwhile as the factions were meeting, Israel tightened security following a Hamas threat for
