Merkel standing next to children on podium\u003cbr/\u003eGerman Chancellor Angela Merkel on Friday called the Kyoto Protocol  an \"important milestone\" during a speech in the same city where the protocol was negotiated ten years ago.\u003cbr/\u003eMerkel, whose country holds the presidency of Group of Eight industrial countries this year, has been lobbying for the accord, which nations are to begin negotiating at UN-sponsored talks in December. \u003cbr/\u003e\"When I was here ten years ago we negotiated the climate convention within a UN (United Nations) framework and I remember very well the discussions,\" Merkel said, speaking in the same conference centre where negotiations took place in 1997.\u003cbr/\u003e\"Back then we drafted a document which to this day has its effects. You could say that the Kyoto Protocol is an important milestone in international politics on climate,\" she added.\u003cbr/\u003eJapan will chair the G-8 next year. \u003cbr/\u003eMerkel arrived in Japan from China on Wednesday.  She departs on Friday night. \u003cbr/\u003eEarlier she said a common global rule was needed on climate change, referring to a June agreement between the G-8 countries to come up with a successor to the Kyoto Protocol by 2009.\u003cbr/\u003eAt the German-hosted G-8 summit in June, leaders agreed to seriously consider proposals to cut emissions of greenhouse gases by 50 percent by 2050,
