to clarify points on the emerging resolution.\u003cbr/\u003eOn Monday (19 March), South African Ambassador and Security Council president for March, Dumisani Kumalo, said a resolution drafted by the six world powers should drop an embargo on arms exports and financial sanctions targeting Iran's Revolutionary Guards and an Iranian bank.\u003cbr/\u003eGermany and the five permanent council nations, the United States, Russia, China, Britain and France, agreed on modest new sanctions last Thursday to step up pressure on Iran to suspend uranium enrichment, which can be used to produce nuclear energy or nuclear weapons.\u003cbr/\u003eBut South Africa and the nine other non-permanent council members were not part of the negotiations and only received the draft on Thursday to consider and propose changes.\u003cbr/\u003eThe extensive amendments to the draft proposed by South Africa could delay a vote on the resolution, though with support from the five permanent members the draft is almost certain to be adopted.\u003cbr/\u003eGoing into Tuesday's informal meeting, France's UN Ambassador Jean-Marc de La Sabliere said they planned on more clearly explaining certain paragraphs of the text to the other members.\u003cbr/\u003eHe added that the resolution was still open to new proposals, and was not \"a take it or leave it text,\" but that changes had to be \"consistent with our approach, which is the 1737 resolution approach\".\u003cbr/\u003e\"All amendments who are totally consistent with this approach, we can look at them, those who are not consistent with the approach, it is more difficult,\" said de La Sabliere.\u003cbr/\u003eIn its paper on \"required amendments to the new draft,\" South Africa backed a proposal made late January by UN nuclear chief Mohamed ElBaradei at the World Economic Forum in Davos for a 90-day \"simultaneous time out\" as a way to defuse tensions.\u003cbr/\u003eUnder ElBaradei's suggestion, Iran would suspend its enrichment activities and the Security Council would put on hold implementing sanctions, so both sides could \"go to the negotiating table\" in the hope of achieving a comprehensive settlement, not only covering nuclear issues but security, economic and political concerns as well.\u003cbr/\u003eThe South African paper said \"the 90 day period of grace provided to Iran would allow for a de-escalation of tensions and create an opportunity for Iran and the other parties involved to resume negotiations towards a long-term peaceful solution\".\u003cbr/\u003eUS acting Ambassador to the UN, Alejandro Wolff, said the permanent five members of the council were willing to \"take stock of others' views and see which ones can be reflected without undermining the construct of this resolution\".\u003cbr/\u003eWolff said although some raised questions about the draft, most members expressed their support.\u003cbr/\u003e\"We had a couple of them raise some concerns, but a lot of them spoke in favour, and a lot of them think Council voted unanimously to impose limited sanctions against Iran for its refusal to freeze uranium enrichment. \u003cbr/\u003eIt ordered all countries to stop supplying Iran with materials and technology that could contribute to its nuclear and missile programs and to freeze assets of 10 key Iranian companies and 12 individuals related to those programs.\u003cbr/\u003eIran responded by expanding its enrichment program, which it insists is for peaceful purposes, and Iranian President Mahmoud Ahmadinejad remains defiant.\u003cbr/\u003eThe proposed new sanctions in the draft resolution would ban Iranian arms exports and freeze the assets of 28 additional individuals and organisations involved in the country's nuclear and missile programs, about a third linked to Iran's Revolutionary Guard, an elite military corps.\u003cbr/\u003eThe package also calls for voluntary restrictions on travel by the individuals subject to sanctions, on arms sales to Iran, and on new financial assistance or loans to the Iranian government.\u003cbr/\u003eOn Wednesday the Security Council will hold the first formal discussions on the draft
