government. \u003cbr/\u003eFormer King, Zaher Shah and his aides have been waiting for weeks for talks with the Northern Alliance on forming a broad-based multi ethnic government to replace the Taliban regime.\u003cbr/\u003eThe Alliance, which now controls the Afghan capital and more than half of the country, agreed to attend the talks earlier this week. \u003cbr/\u003eBut the head of the Alliance, former president Burhanuddin Rabbani, tried to play down their importance, calling the talks only \"symbolic.\"\u003cbr/\u003eArsala took issue with Rabbani's characterization of the Bonn talks.\u003cbr/\u003e\"We think that the world community has expressed its opinion and the people of Afghanistan expect it to be a genuine meeting, a very substantive meeting,\" he said on
