Number one : Israel notes its negative initiatives, based on normalisation first, which prompted us to say 'no, sorry, no normalisation first'. Here is our initiative, read it again lest you forget - that's number one. Number two : some efforts on the international scene, including the Israeli new position, that have asked for, or proposed, or launched the idea of changing, amending, the Arab initiative and this necessitated a position taken by the Arab countries that 'no, sorry, why should we, why should we'. It also calls for the setting up of a Palestinian state, with east Jerusalem as its capital, and a \"just solution\" to the issue of Palestinian refugees forced out of lands in what is now Israel.\u003cbr/\u003eIsrael rejects a full withdrawal from the West Bank and east Jerusalem, and it strongly opposes the influx of large numbers of Palestinian refugees into the Jewish state. \u003cbr/\u003eNegotiators from the quartet of Middle East mediators - the US, UN, European Union and Russia - hope to meet Israel for the first time before the summer, according to the EU foreign policy chief Javier Solana. \u003cbr/\u003eHe said talks were also planned with Egypt, Jordan, Saudi Arabia and the United Arab Emirates in the next few
