Wide of protesters marching with placards, posters and burning torches (one placard reads â\u0026#x20AC;\u0026#x153;I am a child not a toy!!)\u003cbr/\u003eOn April 20th 2013 hundreds of people protested in the Indian capital New Delhi at the news that a five-year-old girl had been raped and tortured by a man who held her in a locked room for two days.\u003cbr/\u003ePolice said the girl went missing on April 15th and was found on April 17th by neighbours who heard her crying in a room in the same New Delhi building where she lives with her parents. \u003cbr/\u003eThe girl was found alone locked in a room, said Deepak Mishra, a top Delhi police official.\u003cbr/\u003eA 24-year-old man who lived in the room where the girl was found was arrested on Saturday in Muzaffarpur town in Bihar state, about 1,000 kilometres (620 miles) east of New Delhi, police said.\u003cbr/\u003eThe suspect was flown to New Delhi, where a magistrate ordered that he be held in police custody.\u003cbr/\u003eThe girl suffered severe internal injuries, as well as cuts and bite marks on her face and torso, said a the medical superintendent of the government-run hospital in New Delhi where she was being treated. \u003cbr/\u003eThe superintendent described the girl's condition as \"serious\" and said doctors were trying to stabilise her condition.\u003cbr/\u003eProtestors on April 20th gathered near the home minister's residence and outside police headquarters demanding government action against the police for allegedly failing to immediately investigate after the girl was reported missing.\u003cbr/\u003eRights activists and officials said the girl's parents went to police on Monday to report their daughter was missing, but that police refused to register a case. \u003cbr/\u003eHer parents are poor construction workers who had migrated to the city some years ago in search of work.\u003cbr/\u003ePolice had no immediate comment on the accusations, but Home Minister Sushilkumar Shinde said on Saturday that an inquiry had been ordered into the handling of the case.\u003cbr/\u003eThe growing outrage against alleged police high-handedness in India led even the country's normally reticent leader to react.\u003cbr/\u003ePrime Minister Manmohan Singh called the police behaviour \"completely unacceptable\". \u003cbr/\u003eHe conveyed to Delhi authorities \"the need for the strictest possible action to be taken against the erring officials,\" the prime minister's office said in a statement late on April 19th.\u003cbr/\u003eThe incident came four months after the fatal gang rape of a young woman on a New Delhi bus sparked outrage across India and spurred the government to pass tough laws for crimes against women, including the death penalty for repeat offenders or for rape attacks that lead to the victim's death.\u003cbr/\u003eFor the second consecutive day, on April 21st, hundreds of people protested outside state buildings in Delhi, angry at the conduct of police dealing with the kidnapping and rape of a five-year-old girl. \u003cbr/\u003eProtesters gathered outside Indian Prime Minister Manmohan Singh's residence in New Delhi calling for better policing standards.\u003cbr/\u003eThey ran along the street outside the residence screaming \"Long live the revolution,\" a popular rallying call, before police officers caught and detained them.\u003cbr/\u003eAs they were being taken away by police the protesters shouted for the Delhi police commissioner, Neeraj Kumar, to step down from his position. \u003cbr/\u003eOne of the protesters, Arvind Kumar, who was also detained by the police, said that Neeraj Kumar is not equipped to manage the post of police commissioner.\u003cbr/\u003eA group of students held a noisy demonstration in central New Delhi on April 21st evening, to show anger at the conduct of police dealing with the alleged kidnapping and rape of a five-year-old girl. \u003cbr/\u003eThe protesters, many from the All India Students' Association (AISA), gathered near India Gate, chanting slogans such as: \"Speak out, speak out. Speak out against Delhi police\". \u003cbr/\u003eIn continuing protests following the rape of a five-year-old girl in New Delhi, members of the main opposition Bhartiya Janta Party (BJP) marched in the city on April 23rd to demand justice.\u003cbr/\u003eThe protesters shouted slogans and carried posters critical of Sheila Dikshit, the Chief Minister of New Delhi.\u003cbr/\u003e\"It's high time that women are respected and the government actually acts,\" said Nupur Sharma, an advocate and BJP youth wing member.\u003cbr/\u003e\"Passing laws is not the solution. The implementation of law and order is,\" she added.\u003cbr/\u003eThe condition of the five-year-old girl who was raped, tortured and then left alone in a locked room for two days has improved, a doctor said on Monday.\u003cbr/\u003eA second suspect was arrested on April 22nd in a case that has brought a new wave of protests against how Indian authorities handle sex crimes.\u003cbr/\u003ePradeep Kumar, a 19-year-old garment factory worker, was arrested in the eastern state of Bihar, about a thousand kilometres (600 miles) from New Delhi, and was being brought to the capital, police said. \u003cbr/\u003ePolice said questioning of the first man arrested in the case, Manoj Kumar, led them to the second suspect. \u003cbr/\u003eKumar, who's 24, was arrested on April 20th in Bihar and flown back to New Delhi. \u003cbr/\u003eKumar is a common last name in India and the two men are not related.\u003cbr/\u003eThe men are accused of abducting, raping and attempting to murder the five-year-old, who went missing on 15 April and was found two days later by neighbours who heard her crying in a locked room in the same New Delhi building where she lives with her family. \u003cbr/\u003eThe attack came four months after the fatal gang rape of a woman on a New Delhi bus sparked outrage across India about the treatment of women in the country. \u003cbr/\u003eProtesters have demanded that the Delhi police chief be removed from office and that police accused of failing to act on the parents' complaint be dismissed.\u003cbr/\u003eSexual crimes against women and children are reported every day in Indian newspapers, and women often complain about feeling insecure when they leave their homes. \u003cbr/\u003eThe December gang rape on the New Delhi bus sparked outrage and spurred the government to pass tough laws for crimes against women, including the death penalty for repeat offenders or for rape attacks that lead to the victim's
