the ice in U-S Cuba relations, is unlikely to force immediate change in US policy towards the communist island, according to former top US diplomat Wayne Smith.\u003cbr/\u003eSmith, who was Chief of Mission at the US Interests Section in Havana during the Carter administration (1977 to 1981), spoke to reporters in Havana, Monday, ahead of Carter's visit which is scheduled for May 12. \u003cbr/\u003eHe welcomed the visit as important but doubted any advice given by Carter on his return would cause the White House to rethink its policies on Cuba.\u003cbr/\u003eThe US currently enforces a travel ban on US citizens to Cuba and a trade embargo. \u003cbr/\u003eThe visit will be the first by a US head of state since the 1959 revolution and is scheduled to last five days. \u003cbr/\u003eAlso speaking on Monday was U-S Democratic Senator Barbara Boxer, who met with journalists following a meeting with Castro that ended in the early hours of Monday. \u003cbr/\u003eBoxer, a member of the Senate Foreign Relations Committee, headed up a 24 strong delegation.\u003cbr/\u003eShe met with dissidents during her visit and commented on the so-called \"Varela Project\" - a signature raising effort to force a referendum re-examining some aspects of Cuba's political system to be placed on the ballot.\u003cbr/\u003eBoxer also indicated that increased exchanges rather than
