Close up of child\u003cbr/\u003eNepalese/Nat\u003cbr/\u003eIn the shadow of Mount Everest in south-eastern Nepal around 100-thousand refugees  from nearby Bhutan are still waiting for their fate to be decided five years after they were  forced from their homes.\u003cbr/\u003eCritics of Bhutan claim the refugees are victims of cultural cleansing but the Bhutanese  government asserts many of the refugees are not genuine Bhutanese citizens.\u003cbr/\u003eDespite their five years in limbo, the Bhutanese government shows no sign it will relent  and take the refugees back.\u003cbr/\u003eAlmost 90-thousand of them ended up here, in eight refugee camps in Nepal.\u003cbr/\u003eVirtually all are Nepali-speakers whose families had migrated to southern Bhutan over  the last 150 years.\u003cbr/\u003eThey are now strangers in their own land. They all say their home is where most of  them were born -- in Bhutan.\u003cbr/\u003eBhutan -- the so-called land of the Thunder Dragon -- has a population of only 600- thousand and the influx of so many Nepalis prompted fears of cultural dominance over  the ethnic Bhutanese.\u003cbr/\u003eWhen a small democracy movement broke out among ethnic Nepalese in southern  Bhutan in 1990 -- inspired largely by a popular victory over the monarchy in Nepal in the  same year -- tens of thousands of Nepali-speakers were sent packing.\u003cbr/\u003eThe Bhutanese government says they left willingly. But the refugees tell a different  story.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003eMy grandfather was forcefully taken by Bhutanese police to the jail and then he was  tortured for two days, randomly beating, and then he was forced to say that I'm going to  leave Bhutan.\u003cbr/\u003eSUPER CAPTION: Dali Ram Kherel, Bhutanese Refugee\u003cbr/\u003eThe U-N, which helps administers the camps, says that despite this treatment the  overwhelming majority of refugees want to return.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003eCertainly what they want is to go back home. The likelihood for them to get back home  at this stage is not there. And therefore it looks like they're going to be here at least for  the next one or two years, if not beyond. Certainly, everyone would hope that they  would get the chance to return home one of these days.\u003cbr/\u003eSUPER CAPTION: Arun Sala-Ngarm, Head of Sub-office, Jhapa state, UNHCR (United  Nations High Commissioner for Refugees)\u003cbr/\u003eThe question in dispute is simple: who from these tens of thousands are genuine  citizens of Bhutan?\u003cbr/\u003eWhile Bhutan has tried to lower the number by changing its laws on citizenship, many  here show documentation to prove their claim.\u003cbr/\u003e45-year-old Dalbahadur Karki's case would seem to be clear cut.\u003cbr/\u003eHe carries a neat passport-like document bearing the seal of Bhutan's King Wangchuk  dated 1982.\u003cbr/\u003eBut the document didn't save him or his family from being forced out ten years after it  was issued.\u003cbr/\u003eSOUNDBITE: (Nepali)\u003cbr/\u003eThe government (in Bhutan) did not concede to our demands for democracy. By using  their armed forces they have forced us outside the borders of Bhutan to a foreign land. I  had to hide this identity card otherwise they would have taken it.\u003cbr/\u003eSUPER CAPTION: Dalbahadur Karki, Bhutanese refugee\u003cbr/\u003eThe camps are well-run and the accommodation good by local standards.\u003cbr/\u003eBut Nepalese law and camp rules strictly limit the activities of the refugees. Work  outside the camps is prohibited.\u003cbr/\u003eLocal Nepalese -- themselves mostly poor subsistence farmers -- have grown jealous of  the free food, clothing and services provided to the refugees by the government and  international agencies.\u003cbr/\u003eAnd they claim many refugees break the rules and compete in the local labour pool,  driving low wages even lower.\u003cbr/\u003eTalks between Bhutan and the Nepalese government have so far come to nothing --  currently the two sides can't even agree over the date to be set for the next round of  talks.\u003cbr/\u003eThe Bhutan government declined to comment on the plight of the refugees.\u003cbr/\u003eTo ease the tension, aid agencies have started diverting funds into local projects -- like  this bridge near one of the camps.\u003cbr/\u003eIronically, because of the rules restricting refugees, most of the labour for this job had to  be imported from neighboring India.\u003cbr/\u003eAnd it is regional powerhouse India, many analysts say, whose intervention is needed  to push the stalemate to resolution. India has so far declined.\u003cbr/\u003eFor now, the refugees have no reason to hope they will get what they want. And nobody  knows when -- or if -- this next generation of Bhutanese will ever see their home.\u003cbr/\u003e\u003c/span\u003e\n\u003c/div\u003e\n\u003cdiv class='action-container flex
