in the Afghan frontier region of North Waziristan. \u003cbr/\u003eTaliban men distributed pamphlets in Miranshah, the main town in North Waziristan's tribal agency, announcing the end of the September 2006 peace agreement with the government, following a bloody conflict between security forces and militants at Islamabad's radical Red Mosque.\u003cbr/\u003eTribal militants in North Waziristan have stepped up attacks since the agreement was terminated the last weekend, stirring doubts about Pakistan's stability. \u003cbr/\u003eAssailants detonated a remote-control bomb and opened fire on a convoy carrying Chinese workers just north of the port city of Karachi on Thursday, killing at least 12 Pakistanis, police said. \u003cbr/\u003eHours later a suicide car bomber killed up to six people would not declare a state of emergency in face of the mounting bloodshed and claimed that al-Qaida in Pakistan was on the run, his spokesman told The Associated Press.\u003cbr/\u003e\"Al-Qaida has weakened because of the actions taken by Pakistani forces,\" Musharraf was quoted by spokesman Rashid Quereshi as telling a group of local newspaper editors.\u003cbr/\u003e\"We are in direct confrontation with the extremist forces, moderates versus extremists,\" said Musharraf, according to the state-run news agency Associated Press of Pakistan.\u003cbr/\u003eThe latest bloodshed has clouded government efforts to resurrect the disputed peace pact in the area along the Afghan border known as a stronghold of Taliban and al-Qaida militants as well as local extremists.\u003cbr/\u003eIn December 2001, Musharraf sent the army into semiautonomous tribal regions along the Afghan border for the first time since the founding of Pakistan in 1947, aiming to root out al-Qaida militants fleeing Afghanistan after the fall of the Taliban regime.\u003cbr/\u003eThe move sparked intense fighting that not only killed militants but also many soldiers and civilians that led to pro-Taliban clerics in the area declaring \"jihad\" or holy war against the army.\u003cbr/\u003eAfter three years of heavy fighting in the tumultuous region, the army with the help of tribal leaders brokered a peace deal with militants in 2006 in an effort to end fighting. \u003cbr/\u003eAmong the truce's provisions, militants agreed to stop attacking Afghan and US-led coalition forces in eastern Afghanistan. \u003cbr/\u003eThe Pakistan Army agreed that it would withdraw troops from town checkpoints.\u003cbr/\u003eIn an intelligence report unveiled in Washington on Tuesday, analysts said the peace pact had given al-Qaida new opportunities to set up compounds for terror training, improve its international communications with associates and bolster its operations.\u003cbr/\u003eAl-Qaida was using its burgeoning strength in Pakistan, as well as Iraq, to plot terror strikes on American soil, according to the latest US National Intelligence Estimate.\u003cbr/\u003eBut Pakistan said on Wednesday that the report was unsubstantiated and asked Washington to provide it with \"actionable intelligence.\"\u003cbr/\u003e\"We would firmly act to eliminate any al-Qaida hideout on the basis of specific intelligence or information,\" the Pakistani Foreign Ministry said in a statement. \u003cbr/\u003eIt said Pakistan was \"determined not to allow al-Qaida or any other terrorist entity to establish a safe haven on its territory.\"\u003cbr/\u003eMusharraf insists that the pact, under which the military scaled back its operations in the US-led war on terror in return for pledges from tribal leaders to contain militancy, offers the best long-term hope of pacifying the region.\u003cbr/\u003eHowever, the North Waziristan deal had already been fraying for some months.\u003cbr/\u003eMilitant leaders accuse the government of violating the agreement by allowing a series of mysterious night-time air-strikes on suspected militant hideouts near the frontier. \u003cbr/\u003eIt remains unclear whether Pakistani forces or US operatives based in Afghanistan carried out the strikes.\u003cbr/\u003ePakistan's military, meanwhile, acknowledges that elders have failed to live up to pledges to expel foreign militants and prevent cross-border raids. \u003cbr/\u003eThere have been other deadly attacks on army convoys on the same road where Tuesday's attack occurred.\u003cbr/\u003eAnalyst Zahid Hussain said the failure of the deal is as much the fault of the US as of Pakistan.\u003cbr/\u003e\"It is as much as a failure of American policy as
