Street with cars going past\u003cbr/\u003eEng/Serbo-Croat/Nat\u003cbr/\u003eRepresentatives of 50 countries are travelling to the Spain city of Madrid for the start of an international conference to decide the future of Bosnia.\u003cbr/\u003eThe meeting is the latest step in the multi-billion dollar effort to create a lasting peace in the troubled Balkan region. \u003cbr/\u003eThat process began in 1995, with the signing of the Dayton peace accord which brought an end to years of civil war.\u003cbr/\u003eBut three years on, the disputed town of Brcko has become a symbol of the divisions still standing in the way of a permanent political settlement. \u003cbr/\u003eOnce the scene of fierce fighting between Serbian and Muslim factions during the Bosnian civil war, the town of Brcko now lies like a scene on a Christmas card.\u003cbr/\u003eIt's a peaceful image that belies the tensions running through the heart of this divided region. \u003cbr/\u003eFor Brcko's key strategic location at the crossroads of the three former Yugoslavian nations has made it the most disputed area in the region. \u003cbr/\u003eWith both the Bosnian federation and the Serb republic laying claim to the town, it is down to organisations like the International Crisis Group to try to work out a settlement to keep Bosnia's hard won peace. \u003cbr/\u003e\"If you look at the map here, you see the Federation here, and we see Republika Serbska here. Brcko effectively links the two halves of Republika Serbska. If it, therefore, is to become a part of Federation, these two parts of Republika Serbska will be separated. That's why it means so much for Serbs in the Republika Serbska.\"\u003cbr/\u003eSUPER CAPTION: Christopher Bennet, International Crisis Group Analyst\u003cbr/\u003eBut as Bennet explains, the town has equal importance for the Muslims and Croats belonging to the Bosnian Federation. \u003cbr/\u003e\"On the other hand, Brcko is for Federation an outlet to key navigable river (showing Brcko on the map) and it is a contact with Croatia and beyond.\"\u003cbr/\u003eSUPER CAPTION: Christopher Bennet, International Crisis Group Analyst\u003cbr/\u003eSince the war, however, Brcko has been inhabited only by Serbs. \u003cbr/\u003eThe  12-thousand Muslims that used to live there have almost all moved to neighbouring villages under control of Bosnian government.\u003cbr/\u003eThree years after the war, the refugees are not certain they will ever return to their home town.\u003cbr/\u003eThe international community has postponed a decision on the town's sovereignty three times already and many Muslims are giving up hope. \u003cbr/\u003eSOUNDBITE: (Serbo-Croat) \u003cbr/\u003e\"Brcko was majority Muslim. It should belong to Federation. Separation\" - the no-man's land between Serb-occupied Brcko and the Bosnian controlled areas that surround it. \u003cbr/\u003eAmerican troops patrol the area non-stop, as a precaution in case tempers flare between the two opposing sides. \u003cbr/\u003eAmong destroyed houses, the seven-thousand American soldiers stationed here are preparing for what might happen when a decision is finally taken on Brcko's future.\u003cbr/\u003eSerbs in Brcko are confident they won't lose the town.\u003cbr/\u003eThey are adamant that Brcko is Serbian and cannot be handed over.\u003cbr/\u003eEspecially not now, after their government has been in control of it for the past six years.\u003cbr/\u003eSOUNDBITE: (Serbo-Croat) \u003cbr/\u003e\"Brcko is Serbian and it will remain Serbian.\"\u003cbr/\u003eSOUNDBITE: (Serbo-Croat) \u003cbr/\u003e\"I think we'll have a just decision for Serb people to stay in Brcko.\"\u003cbr/\u003eThat decision is due to be taken this week, not here in Bosnia, but by an international conference in Madrid. \u003cbr/\u003eFor the Serbs, the issue is one of territorial integrity - the holding together of their nation.\u003cbr/\u003eTo the Muslims and the Croats, the town is a vital link to the world beyond this border bridge. \u003cbr/\u003eNo one wants to relinquish their claim to the town.\u003cbr/\u003eBoth sides have threatened violence if they lose the territory.\u003cbr/\u003eBut in a region wearied by years of war, they may have little choice but to accept the decision handed down to them if Bosnia is ever to achieve a lasting
